PM replaces top bureaucrats in major reshuffle

Forty-four officers in Islamabad, 90 in Punjab undergo overhaul

ISLAMABAD/ LAHORE: In a massive reshuffle at the federal level, the government has issued orders for the appointment, promotion and transfer of 44 officers in Islamabad and 90 officers in Punjab.

The decision to reshuffle the bureaucracy in Punjab was anxiously awaited since earlier this week after Prime Minister Imran Khan had expressed his dissatisfaction with the administrative structure of the province and had ordered the provincial government not to hesitate from removing civil servants stymying the performance of the government.

According to a notification issued by the Establishment Division on Friday, former Punjab chief secretary Yousaf Naseem Khokhar has been appointed as secretary interior, Environmental Change secretary Hassan Nasir Jami as Aviation Division secretary, Industries and Production Secretary Amir Ashraf Khawaja as Climate Change secretary and Habibur Rehman Gillani from Punjab has been appointed as federal secretary railways.

Zahida Parveen of the Information Group has been promoted to Grade-22 and appointed as federal secretary information, while Allah Bux Malik who has also been promoted to Grade-22 in Pakistan Administrative Service has been appointed as National Health Services secretary, Ali Raza Bhutta as Poverty Elevation Division secretary, Afzal Latif as Industries and Production secretary, Imran Nasir as PASCO MD, Syed Pervaiz Abbas in Economic Affairs Division, Pervaiz Ahmed khan as Inter provincial Coordination Division special secretary, Mohammad Ali Shahzada as Establishment Division special secretary and Muhammad Ilyas and Babar Hayat Tarar would continue their services in Punjab.
Inspector General of Police, Punjab Shoaib Dastagir has been promoted to Grade-22 of Police Service of Pakistan. Captain (retd) Ahmed Latif has been appointed as National Police Foundation MD, Mushtaq Mehar as IG Railway Police and Muhammad Tahir as National Police Academy commandant.

Aviation Secretary Shahrukh Nusrat, Sardar Ijaz Ahmad Khan Jaffar, Shaista Sohail and Bashir Ahmad were directed to report to the Establishment Division.

Pakistan Administrative Service (PAS) Grade-21 officer Dr Shahzad Khan Bangash has been appointed as Immigration and Passport director general, while services of his predecessor Ishrat Hussain have been entrusted with the Punjab government.

Further, Fakhar Alam Irfan has been deployed as additional interior secretary, Information Technology additional secretary Jawad Paul has been transferred as additional secretary to the PM, while Petroleum Division additional secretary Sher Afgan Khan is now Food Security additional secretary, Secretariat Group’s Grade-21 officer Muhammad Yaqoob Chaudhry has been transferred as Petroleum Division additional secretary, Aizaz Aslam Dar has been appointed as Information Technology additional secretary. Grade-21 officer Hamid Yaqoob Shaikh, Grade-20 officer Ahmed Raza Sarwar and Capt (retd) Asadullah have been transferred.

The government has directed Tahir Khurshid and Zafar Iqbal, Grade-21 officers, serving in the Punjab government and Grade-20 officers Muhammad Asif Bilal Lodhi and Dr Shoaib Akbar to report to the Establishment Division.

The federal government has appointed Police Service of Pakistan Grade-21 officer Wajid Zia as Federal Investigation Agency (FIA) director general. On the other side, the government has directed the existing FIA DG Bashir Memon to report to the Establishment Division.

Govt’s volte-face on extension issue
The government has directed the top FIA personnel, including additional DG Mujeebur Rehman and additional DG, and four directors Ahmed Mukarram, Wisal Fakhr Sultan, Waqar Abbasi, Tariq Chauhan, and Akhtar Hayat Gundapur, to report to the Establishment Division.

Orders have been issued for Grade-21 PSP officers Abu Bkar Khudabakhsh from FIA, Irfan Baloch from Sindh Police, Faisal Raja from Nacta, and Omar Riaz from the National Police Academy for appointment as the FIA directors.

In Punjab, the much-awaited decision came after a maiden meeting of Chief Minister Usman Buzdar with the newly-appointed Punjab Chief Secretary Maj (retd) Azam Suleman.

The first major change to begin with in a series of structural changes came at the top after both the chief secretary and the IGP were changed by the government, allowing the high-ups to bring their own teams in police and administration.

According to the notification, Lahore commissioner Asif Bilal Lodhi (Grade-20) and Sargodha commissioner Capt (retd) Zafar Iqbal (Grade-21) were relieved of their duties and were surrendered to the federal government. They were replaced with Capt (retd) Saif Anjum (Grade-21) as Lahore commissioner and Dr Farah Masood (Grade-20) as Sargodha commissioner.

Shanul Haq (Grade-20) of OPS Schools, Education Department was made Multan commissioner. Nasim Sadiq (Grade-21) was made DG Khan Commissioner, Capt (retd) Muhammad Mahmood (Grade-21) Rawalpindi commissioner, Muhammad Asif Bilal (Grade-20) Bahawalpur commissioner, Muhammad Ashan Washeed (Grade-20) Sahiwal commissioner and Ishrat Ali (Grade-21) as Faisalabad commissioner.

Whereas Mudassar Riaz Malik (Grade-19) serving as DG Khan commissioner, Nayyar Iqbal (Grade-21) serving as Bahwalpur commissioner, Nadeemur Rehman (Grade-20) serving as Sahiwal commissioner, and Mahmood Javeed Bhatti (Grade-20) serving as Faisalabad commissioner were all directed to report to Service and General Administration Department.

According to the notification, Babar Hayat Tarar of Grade-21 principle secretary to Punjab governor was made senior member (Revenue)/Chief Land Commissioner/Relief Commissioner, Board of Revenue, Dr Rashid Mansor, (Grade-21) was made principle secretary to the Punjab governor. Shoukat Ali (Grade-21) was made Punjab additional chief secretary, Irum Bukhari (Grade-21) was made additional chief secretary (Energy), Arif Anwar Baloch (Grade-21) was made additional chief secretary (Agriculture and Rural Economy), Raheel Ahmad (Grade-21) was made Chief Minister Inspection Team Punjab, Hamed Yaqoob Sheikh (Grade-21) whose services were sought for Punjab would be posted as Punjab Planning and Development Board chairman. Momin Agha (Grade-21) made additional chief secretary (Home) whereas outgoing additional chief secretary (Home) Syed Ali Murtaza (Grade-20) was made irrigation secretary.

Nadeem Mahbub (Grade-21) was made Housing Urban Development and Public Health Engineering Department secretary, Nabeel Ahmad Awan (Grade-20) Specialised Health and Medical Education Department secretary, Muhammad Hasan Iqbal (Grade-20) Mine and Minerals Department secretary, Saima Saeed (Grade-20) Environment Protection Department secretary, and Nabeel Javeed Public Prosecution Department secretary.

Further, Mohammad Sheheryar Sultan (Grade-20) was made Schools and Education Department secretary, Gulzar Hassain Shah (Grade-20) Auqaf secretary, Saqib Zafar (Grade-20) Energy Department secretary, Fight LT (retd) Iftakhar Ali Sahoo (Grade-20) principle to Punjab CM, Waqas Ali Mahmood (Grade-20) Food Department secretary, Ehsan Bhutta (Grade-20) Youth Affairs, Sports Archaeology and Tourism Development Department secretary, Sayed Javed Iqbal (Grade-20) Special Education Department secretary, and Muhammad Shahid Niaz (Grade-19) Cooperative Societies Punjab registrar.

Muhammad Suhail Shahzad (Grade-19) has been made Excise and Taxation Punjab DG, Sumar Ahmad Syed (Grade-19) former DC Lahore has been made LDA DG, Ammara Khan (Grade-19) was posted as RDA DG, Irfan Nawaz (Grade-19) PFA DG.

Sidrah Yunis (Grade-18) has been posted as Sheikhupura DC, Ali Anan Qamar (Grade-19) Attock DC, Usman Ali (Grade-18) Okara DC, LT (retd) Sohail Ashraf Gujranwala DC, Muhammad Umer Sher (Grade-18) Mianwali DC, Nasir Mahmood (Grade-18) Sialkot DC, Mehr Shahid Zaman (Grade-19) Narowal DC, Muhammad Zaman Watoo (Grade-19) Chakwal DC, Abdullah Nayyar Sheikh (Grade-18) Sargodha DC, Agha Zaeer (Grade-18) Khanewal DC, Zeehsan Javaid (Grade-19) Sahiwal DC, Azfar Zia (Grade-19) Layyah DC, Waqas Rashid (Grade-18) Vehari DC, Flight Lt (retd) Tahir Farooq (Grade-18) DG Khan DC, Ali Shahzad (Grade-18) RY Khan DC, Amjad Shoaib (Grade-19) Muzaffargarh DC, Muhammad Riaz (Grade-18) Chiniot DC and Zulfiqar Ali (Grade-19) Rajanpur DC.
