Additional charges - Interim stay on KESC tariff to continue: SHC

Court adjourns hearing, date to be fixed later.

KARACHI: The hearing of eight identical constitutional petitions, including one against the National Electric Power Regulatory Authority (Nepra), was adjourned indefinitely by the Sindh High Court (SHC) on Monday.

The bench comprising Chief Justice Sarmad Jalal Osmany and Justice Tufail H Ebrahim earlier heard Barrister Javed, who presented his arguments before the court. It later adjourned the proceedings for a date to be fixed by the office of the court. The bench also ordered that the petitions shall “not be treated as part heard”, leaving the possibility of hearing by another bench if so constituted by the chief justice of the SHC.

The bench also ordered, however, that an interim order will continue till the petitions are heard and decided. The stay is with respect to revising the KESC tariff on a number of grounds, including fuel adjustment charges.

At the previous hearing, the court had ordered that the respondent power utility can calculate its bill on the basis of an increased tariff from June 2010 onwards but it shall not be sent to consumers until the petitions are decided.

The petition against NEPRA was filed by an NGO, the Law Foundation.

Billing cycle of North
Karachi changed


The Karachi Electric Supply Company (KESC) has merged three BOCs of North Karachi into one virtual Integrated Business Centre. In the process, the billing cycle of most of the customers has been changed as their accounts have been shifted from one cycle to the other.

Customers of these areas, who previously received their bills in the final days of every month, would now be receiving bills in the beginning of each month. KESC duly informed the customers of these areas about this administrative shift through a letter attached with the bills of November.

From December onwards, the customers of these areas will receive their bills on new dates with the due date changed too. Less than 10 per cent of the current bills of the new billing system have been issued on the basis of average units. The billed amount would be adjusted in the bills of the next month against the actual electricity units used.
