On July 15, a landlord, identified as Ghulam Mustafa, had allegedly beat up the boy, burnt him with scalding hot water and chopped off his arms, following a dispute with the victim’s father over electricity theft in Gujrat.
Upset about the delay in the registration of a First Information Report (FIR) against the culprit, the Punjab chief minister reprimanded police officials.
Shahbaz further dismissed the concerned ASP, DSP and medical superintendent of the hospital.
Mustafa - who was arrested during a police raid - was also presented before anti-terrorism court today and sent on a 10-day physical remand.
Referring to the incident, Mustafa in court said that "he did not do it intentionally and it was mistake".

The landlord, after beating the boy, took him to a private hospital on Bhambar Road, where he tried to hush up the crime. He had also donated blood for the boy.
However, as the father of the boy found out about his son’s condition, he had tried to file an FIR against the landlord in the Cantt Gujrat police station. He had told The Express Tribune that SHO Shaukat Taupa said he could not file a case without a medical report.
After the Punjab chief minister took notice of the incident and ordered a report from top police officials, the police had finally filed a case; they had not requested a medical certificate in this case.

No need to do any sort of investigation. The guy should be punished in front of public
@Nzaar: Punjab's CM atleast has more credibility in such matters unlike the heartless and mute CM's Of other provinces. The nation complements Mr Sharif for taking actions against abettors and perpetuators on such occasions and provide relief to the victims.
So basically, it seems every single crime that takes place in Punjab requires the CM to personally appear and tell the police to arrest the culprit....

There should be a check on the police. An independent body that deals with complaints against the police like non registration of FIRs, torture, extortion. Moreover, civilian government employees above grade 20 should be given power to take notice of police abuses and report them to this body.
2nd tenure granted and the "progress" is below registering an FIR. Shame on the "one" responsible for heading the system for so long.

@taimoor bhatti: If this is true, and I doubt there is any such law that stops police from arresting a suspect for interrogation, the law should be changed.
The classical sub continent response of "visiting" the affected day after it happens.CM needs not to visit the tortured boy,its not his job decription,His job is to put a system in place where the FIR would have been lodged the first day but since The CM obviously wouldn't want that kind of a system for their own good so he would rather fool the people with pulling off tricks and gimmicks like the one in the above picture.what a tool!

U could have done something to educate the poor kid so that he could know his rights or he could become a productive responsible citizen of pakistan...everything is for point scoring... he isn't courageous enough to put a single culprit behind the bars...he visits rape victims regularly but they usually end uo burning themselves in front of police stations!!!!

I bet if this was in interior Sindh, no body would have cared. People are treated worse than animals.
In the end , the poor boy's father will be forced ( by the punjab police ) to forgive the culprit and the case will go into the files. CM will be given a report and assurance of more votes from the landlord.

So CM takes another notice which we also know is just a PR stunt. Why doesn't he create an independent Police force which can notices, but that would deprive the elite the power they enjoy.
@Chachoo: Agree completely. CM Punjab is more a showman - ripping off microphones - than an able administrator. They should read about Lawrence, an East India Company man, who turned Punjab into a Model Province throughout India.
If Shahbaz Sharif really wants to do some productive stuff rather than these attention seeking stunts then he should work to develop a professional police infrastructure. The whole Punjab Police is like a Personal property of the powerful people and unless this institute will not be developed into a professional manner we will continue to witness such incidents. Also the whole Punjab Administration is now like the second name of Shahbaz Sharif. Other than Shahbaz Sharif we dont know that Punjab cabinet even exists. Where is the Law minister and local MNAs and MPAs?. This one man show in Punjab must come to an end at all costs.
