Conversion of 4,500 megawatts of electricity generation from expensive furnace oil plants to those run on (imported) coal was one of the five points the Pakistan Tehreek-i-Insaf presented on Tuesday as its solution to the country’s energy crisis.
The other points were: governance reform, clearance of accumulated debt, reduction in transmission and distribution losses from 20 per cent of generation to 10 per cent and improvement in rate of recovery of power bills from 88 per cent to 95 per cent.
PTI energy policy incharge Jahangir Tareen presented these solutions at a press conference on Tuesday. He said a government committed to radically changing the status quo could bring about these reforms and prevent the power crises from exacerbating.
Tareen said once in power, the PTI would add 4,000 MW of hydel power to the national grid in five years. This, he said, would be achieved by resumption of dialogue with Central Asian countries to import power from them.
About the natural gas crisis, Tareen said the PTI would increase production by up to 2,000 mmcfd by facilitating and incentivising investment in the sector.
He said the PTI government would set up an Infrastructure Development and Finance Institution (IDFI) to assist investors with financing energy generation projects. He said the IDFI would play a central role in channeling investments of overseas Pakistanis into the power sector.
He said once in power rather than quick fixes, the party would put forth a comprehensive energy policy to overcome the crisis.
Tareen said the PPP government lacked the will to solve the power crisis. “They have failed to solve the electricity crisis despite wasting over a trillion rupees in subsidies and doubling the tariffs,” he said.
The singular dependence on imported furnace oil for generation of electricity had increased the import bill from $3 billion to $12 billion over the decade, Tareen said. He said if the current state of affairs in the management and planning of the energy sector continued, the gap between the supply and demand of electricity could touch 11,000 MW over the next five years.
The deficit in demand and supply of natural gas could rise from 1,600 mmcfd to 3,500 mmcfd over the same period and the fuel import bill from $12billion to between $60 and $120 billion by 2025, he added.

You can easily obtain 1 - 1.5 GW via Wind Turbine Farm off the coast of Karachi in Arabian Sea .. how about you guys at PTI also think of that :)
IK is a Genius & infact he can add other sources of energy like BioGas etc, because, i have read somewhere that the BioGas produced in one village can support the gas needs of the entire village. Not only that, in Karachi, where the population density is high, we can produce more Biogas because people dump a lot.
Honestly, there isn't much anyone can do about the blunder the Musharraf made during his tenure. That guy mortgaged Pakistan's gas reserves on everything, and then realized there wasn't much there in the first place.
@zoaib,
If India thinks CSP solar power is feasible on commercial large scale in Gujarat, why can't Pakistan do the same in Sindh? something to think about.
Zoaib,
if large scale solar CSP is feasible in Spain and India, it should be economically feasible in Pakistan on a large scale too, which has more solar radiation than both those countries.
the key to energy crisis is with the institution, Development and Finance Institution (IDFI). pakistan already has IPDF, (infrastructure project development facility) under ministry of finance. then we have alternative energy board under another ministry (petroleum and natural resources probably). so why create a new office with new office bearers. what will you do with the existing facilities. i suggest to keep them on job, they wud be happy to get membership of insaf professional forum. Mr. Tareen skipped vital issues of Kalabagh Dam and Iran Pakistan pipeline. if he thinks, imported coal is the solution, then whats wrong with raja parvaiz ashraf?
@azmat, this is for short to medium term that they're proposing using imported coal as it will take some time for us to use our Thar coal reserves. Otherwise, if you go through the PTI plan, it clearly lays out that in the long term using our indigenous resources especially Thar coal is the best option.
About renewable sources, they're not economically feasible I think (on a large scale), but according to the PTI plan, they will be utilized in far off areas (e.g. villages) where it would be too costly to lay power lines.
Azmat and Bilal are right.
CSP solar power plants installed in Sindh can power the entire country. Unfortunately, nobody seems to be thinking in the right direction, not even Imran Khan.
Spain is operating nearly 4000 MW based on solar power alone.
Pakistan can do much more based on its southern latitude and higher solar radiation levels.
@azmat
very rightly said.
These PTI guys don't like to talk about solar thermal and wind, even though India is making leaps of progress with both technologies. Pakistan has the perfect environment for solar.
But we hear no mention of it from them, ever!
Aha!
Here come the anti-PTI trolls. Narrow minded behaviour will get you nowhere...
@azmat...the coal in thar is not mine able...it has to be burned underground to produce gas and then transfer the gas to the ground...have some knowledge before giving comments...dont criticize for the sake of criticism..have some appetite to appreciate some thing good..typical noora league attitude..
If these guys had half a brain, they would have gone for local Thar coal, not imported coal.
Also, notice that he's talking about importing hydel from Central Asia.
Why not develop local renewable sources?
What about the immense solar potential? No mention of that? Why? Is that because it has no potential for kickbacks?
The proposals are sound; I hope the PTI, if it comes to power (hopefully), has the will and competent personnel to implement them. However, I'm surprised to see no mention of renewable energy sources; those are the way ahead for emerging economies. We're a country blessed with abundant solar power, and we need to harness it; even though its expensive initially. I'm glad to see mention of hydel power; but it will be a political challenge to build actual big dams.
Mostly relying on building financial institutions and foreign investments, what else to expect from a banker except to build new banks!
The seriousness is there to resolve issues. I cannot see the critics commenting here.
Excellent Proposals! This is the change we need! PTI is the ONLY party in Pakistan that can bring real change.
Good policy paper to control energy issue
It is the only party in Pakistan who talks about ISSUES of the people. Good job PTI.
Great man! Now wait for PMLN to copy this!
Bravo, right person for right job makes sense
This guy is about to join the dream team for Pakistan

This is the change we are talking about! PTI all the way!
Sounds like a workable solution to the eenergy crisis
I thought you guys would never pick up on it. Thanks for a great summary ET!
When there is will there is way. PTI is rolling out its promised plans and this shows seriousness of the team. Nothing is rocket science; all it needs is commitment and sincerity of purpose. We can bring the evil of power crises under control.
