Health university: Judgment reserved on VC’s appointment

A division bench of the Lahore High Court on Thursday reserved its judgment on a petition challenging the re-appointment of Malik Hussain Mubashar as vice chancellor (VC) of the University of Health Sciences (UHS).


Petitioner, Muhammad Sajjad, through his counsel, Nasir Mehmood Qureshi, submitted that the UHS was an autonomous body established under The University of Health Sciences, Lahore Ordinance, 2002.

He said on April 12, 2003 pursuant to Section 12, respondent Malik Mubashar was appointed as vice chancellor. He submitted that Mubashar attained age of superannuation on July 31, 2005.

He said now Mubashar had been again appointed as VC.

He submitted that Mubashar was no longer eligible to be appointed as VC.

He said applications were not invited for the job.

He said a retired employee could not be re-appointed as the vice chancellor and under Section 12 (5) of the Ordinance any person who was not eligible to be appointed as professor was disqualified for appointment as vice-chancellor.

He alleged that it was to justify this illegal appointment that the maximum age for the University of Health Sciences vice chancellor had been changed from 65 to 70 years.
