A Chinese woman working at the Islamabad new airport project on Friday accused a policeman of trying to sexually assault her when she was alone in her residence.
Ms Ye through her manager administration Li Gang got an FIR registered with the Westridge police alleging Constable Touseer Abbas tried to rape her. Ye along with the team of Chinese engineers are working at the new airport site which is being constructed near Fateh Jhang.
According to the FIR, registered late Thursday night by the manager of the Chinese team, Abbas grabbed the 21-year-old civil engineer from the back as she was alone in her room and tried to rape her.
On her hue and cry other Chinese gathered there and started beating the constable for assaulting the woman.
Later they called their embassy and informed about the incident.
The area police headed by the Rawalpindi City Police Officer Azhar Hameed Khokhar reached the spot and arrested the police constable.
In his preliminary statement to the police officers, the constable, one of the policemen deputed on security duty to the Chinese engineers working on the Project-III of New Benazir Bhutto International Airport, denied the allegations and said he along with other policemen were present on the site late Thursday night when some Chinese returned to their residences after having a party. He alleged that all of them were drunk and they started beating him when they saw him. “I was just standing alert on my duty,” he said.
As other policemen on duty came there to rescue him the Chinese accused him of trying to rape the woman engineer.
Touseer Abbas joined police force as a constable four years ago and is a married man from Rawat area.

@Dinesh: buddy 21 year old civil engineer can't be hired to build an international airport..its definitely a party gal. Although I'm not defending the guard. God knows the reality, we only believe whatever the media feeds us.
The problem with Pakistani police is that most recruits are from villages who are backed by the MNA or MPA of the area. These people on getting recruited have the sole aim of buying "zameen" as much as the choudhry who has dominated them for decades. They have no regard for human life or the country.
India has the highest number of rapes in the world. Indians are frequently involved in the rape of foreigners which is shown on the media.
@Dinesh: Its a norm in India and Pakistan to hide one's age. You can basically get a document of age proof of any age you like.
The fact is that baseless allegations has been leveled against a poor guard, what has really happened there is notable,there is party women were also participated in that party,they were enjoying after having over drinking.
A chines young girl came to the door for getting out,the constable on duty tried to convince her by saying that not go out in such condition because untoward incident might be happened with her but she insisting on and pushed him away,on this a tension was created.
In the meanwhile,japanese came and assembled there and coercive method employed against the guard.
The reality attributed to this fact is that he was innocent,he tried not rape her, wrong absolutely wrong.
We must admit this fact that in our country preference has been given to complainant and as for accused is concerned he is understood before the court judgement liable to sentence by the prosecution.
On the other hand,it was golden chance for investigating team for making scores.
@Dr. Ali: nothing fishy. If some one joins engineering at the age of 17 would finish at 21. Most of my friends engineer at the age of 21.

This is one of the many sad events that occur in our country everyday! Most of the crimes that take place usually have police involvement. The way i see it, our police force is equal to nothing. It offers us no security, but just another outlet for crime while wearing a uniform.

@Khushi Muhammad: Seems from the way incident is nerrated, the constable is innocent. Foreigners visiting south asia have this habit of getting drunk , creating a scene and then blaming locals. Chinese are no exception.
Raping, gang raping, killing is normal culture in that part of our country, as now we frequently see on media. Further, it is due to recruitment of personnel on the basis of
sifarishand not on merit. Lack of training, lack of discipline, lack of devotion, lack of civilised manners and lack of supervision are also main causes. Concentrated efforts are required to improve performance in all fields not only in police department.@Nadeem Ahmed: There's no reason to separate how women are treated in the media and how men are. That goes from keeping it equal between genders to overcompensating and tipping it over in the other direction. Though admittedly that other direction isn't exactly harmful. Going out of your way to put them on a pedestal that isn't right thing to do concerning equal rights. It's doing things in a way that the question of equality doesn't even register on the radar of any involved person. Kids on the other hand, yeah, you're right.
The Police highups should carryout a study as to why policemen have a tendency to behave this way. In many cases they are over worked and have to work in extreme conditions. For a policeman controlling traffic on a hot day, where would he be getting his drinking water from? Would it be warm or cold water? Many of the policeman, to whom I have given a lift, have told me that their working hours are so long that when they leave in morning, their kids are asleep and when they get back they already gone to bed. What kind of family life would policeman be leading?
Something is wrong and needs to be corrected.
Very bad. An impartial inquiry to bring justice is must. If guilty, the accused must examplary punishment. I agree the name of the Chinese lady could be kept secret. Media should restrict its limits.

This is a regrettable and shameful act to harass an innocent foreigner woman by a Constable. The protectors of public (Police) should also be taught the ethical underpinnings and inculcate the sense of responsibility (atleast while in uniform).
This Tauqeer Abbas type of individuals represent 95% of Punjab Police. These type of individuals given any opportunity will loot, plunder, molest and rape. They are the worthy assets of Punjab Police. What an utter disgrace!
In the inquiry this constable will be declared innocent.
