In a landmark gathering organised by Jamaat-e-Islami (JI) to advocate for the rights of tribal districts, a 21- point declaration was unanimously approved, calling for significant measures to uplift the merged districts and the Malakand division. The demands included a tax exemption for the next decade, an increase in National Assembly (NA) seats from six to 12, and in Provincial Assembly seats from 16 to 24.
Foremost among the demands emphasised in the declaration was the urgent need to prioritise peace and order in the tribal areas, with a strong call for practical steps to be taken to ensure a peaceful environment. Recognising the backwardness faced by these districts, the declaration underscored the importance of their development, equating them to other prosperous regions of Pakistan.
The Sartaj Aziz Committee's recommendations on FATA reforms were urged to be followed, with a particular emphasis on the government's promise of providing an annual budget allocation of Rs100 billion and a total of Rs1000 billion over the course of 10 years. Highlighting the equitable distribution of national resources, the declaration demanded that the announced 3 percent share of the National Finance Commission (NFC) Award be promptly provided to the tribal districts.
Furthermore, it stressed the need to acknowledge the tribals' rights over minerals in their regions, emphasising that a simplified procedure for leasing would contribute to the economic stability of the tribal districts. Addressing the administrative challenges faced by the newly merged districts, the declaration called for the immediate transfer of administrative offices and courts to their respective districts, ensuring that the district commissioner remains in close proximity to their constituents.
To address the unemployment issue among the youth in tribal districts, the declaration advocated for interest-free loans to be granted, thereby facilitating better employment opportunities. The importance of accurate population enumeration of the tribes at their permanent addresses was also highlighted, allowing for more targeted development efforts.
The declaration further emphasised the necessity of providing immediate compensation for demolished houses in tribal districts, constructing universities, colleges, and schools in every district, and restoring damaged infrastructure. The participants also called for enhanced educational opportunities for tribal youth, including scholarships for their advancement.
