Caretaker Sindh govt reshuffles bureaucracy for free, fair elections

Two AIGs, 15 DIGs and 33 SSP and SPs also transferred to other posts

In a major reshuffle to ensure free and fair elections, the caretaker government in Sindh changed almost the entire bureaucracy with transfer and postings of secretaries, commissioners, deputy commissioners, DIGs and SSPs in various divisions of the province.

The decision was made on the recommendation of the election commission.

According to a notification issued on Wednesday by the services, general administration and coordination department, the government transferred Home Secretary Qazi Shahid Parvez and posted him as the information and archives department secretary.

Meanwhile, Haroon Ahmed Khan, an officer of the Pakistan Administrative Service who was working as the women development secretary has now been made the home secretary. School Education Secretary Iqbal Durrani was transferred and posted as a senior member the board of revenue, while Alia Shahid, a BS-20 officer of the secretariat group who was earlier working as the social welfare department secretary is now the school education secretary.

Health Secretary Dr Fazallulah Pechuho was transferred and posted as the livestock and fisheries secretary, while Baqaullah Unar who was working in the livestock department was directed to report to the services, general administration and coordination department.
Sukkur Commissioner Dr Muhammad Usman Chachar has been posted as the health secretary.

Noor Alam, a senior member of the Sindh Board of Revenue who was also holding charge of the finance department special secretary was transferred and posted as the finance secretary, relieving Asif Jahangir.

Muhammad Nawaz Shaikh, a grade-20 officer who was awaiting posting was appointed as the food secretary, while Aijaz Ahmed Mahesar was posted as the excise and taxation secretary. Haleem Shaikh was transferred from the excise and taxation department.
Wahab Soomro, an officer of the PAS who was working as the Sindh Basic Education Programme's director-general (DG) has been posted as a member of the land utilization and revenue department. Syed Khalid Shah, the monitoring and evaluation DG in the school education department was transferred and posted as the local government secretary

"Around 15 secretaries of various departments have been transferred," a senior official said.


Commissioners

The notification further read that divisional commissioners have been transferred and posted in the province. According to the notification, Muhammad Saleh Faruqui, principal secretary to the governor, has been posted as the Karachi commissioner, while former commissioner Ejaz Ahmed Khan has been directed to report to the services department.

Navid Ahmed Shaikh, who was working as Benazir Bhutto Shaheed Human Resource, Research and Development Board secretary, was transferred and posted as the Larkana commissioner, while Muhammad Abbas Baloch was directed to report to the services, general administration and coordination department.

Manzoor Ali Shaikh, a member of the board of revenue has been posted as the Sukkur commissioner. Ahsan Ali Mangi, who was earlier working as the empowerment of persons with disabilities department secretary was posted as the Hyderabad commissioner.

Akram Ali Khowaja was appointed the Shaheed Benazirabad division commissioner, wherefrom Ghulam Mustafa Phul was transferred and directed to report to the services department.

Transfers and postings: ECP goes through drastic reshuffle

Similarly, almost all deputy commissioners of Sindh's districts have been transferred and posted to ensure fair and free elections.

Regrouping in the police

The Sindh police also witnessed reshuffling within the department as several senior police officials were transferred and posted.

The reshuffling was made following the recommendations sent by the interim government.

According to the notification issued on Tuesday, two AIGs were transferred and posted which included AIG Dr Aftab Ahmed Pathan to the training and establishment AIG and Dr Amir Shaikh from crime AIG to finance and welfare AIG. Meanwhile, at least 15 DIGs and 33 SSP and SPs were also transferred to other posts.
