QUETTA: In a first formal and serious move to end the centuries’ old Patwari System, the Balochistan government has decided to implement it ambitious reform plan to digitalise land and revenue record in a phased manner.

In the first phase of the project, the provincial government will digitalise the revenue and land records in four important districts – Quetta, Jaffarabad, Pishin and Gwadar, the future commercial and finance capital of Balochistan.

The project – called the Land Revenue Management Information System – has been launched to computerise the land and revenue records in all parts of Balochistan in a phased manner.

Talking to The Express Tribune, officials dealing with the project said it would be based on the Geographical Information System (GIS) which will provide automated platform for land transactions, ensuring transparency and efficiency.

The Board of Revenue envisages a manifold increase in its revenue through computerisation of its records regarding crop inspection, tenancy, identification of tillers and integration of this system with Agriculture Department.

Main objective of the digitalisation is to ensure transparency in record keeping and revolutionise its efficiency in revenue assessment.  It also aims to ensure secure and reliable transactions, real time updating of record and provision of reliable data to resolve land disputes.

It will also help in easy access to land revenue records by all stakeholders, maintaining efficient record for ownership title, executing efficient mutation process and data mining for taxation plans.

The project will use the GIS technology, design a system to cater for providing land information and also help determine the land use, ownership, land transfer and purchase.
