NAB prepares to take action against fraud builder

KARACHI: The National Accountability Bureau (NAB) Sindh chapter is investigating a fraud case, worth Rs26.3 million, filed by more than 300 people who have been cheated by a private builder, the Sindh High Court (SHC) was informed on Friday.

Submitting an inquiry report against the builder, Israr Khan, who had approached the court against harassment by NAB officials, the additional deputy prosecutor general, Noor Muhammad Dayo, said the agency had received complaints against the petitioner and others affiliated with Nadeem Housing Enterprises for cheating the public at large by collecting payments for its project, Gulshan-e-Tauheed in Deh Halkani, Manghopir, and depriving them of their possession since 1992.



The agency said that the petitioner, Israr Khan, had taken over the ownership of the subject residential project along with Nadeem Housing Enterprises from Imtiaz Begum through a sale deed, dated March 3, 2004, for a sum of Rs2 million without any approval or intimation to the Sindh Building Control Authority or other regulatory authorities. The investigators found that the new buyer had further sold the project and the company to accused, Naeem Khan, on May 13, 2010 without any agreement or intimation to the SBCA or other authorities.

During the course of investigation, Israr Khan has confessed that the quantum of allotees was more than 2500, out of which 563 have been executed their lease of the plots. "More than 300 allottees/affectees have approached this bureau against the petitioner and others till now and submitted their claims of Rs26.245 million against the petitioner and others," the report stated. The court was informed that a large number of the affected persons are still approaching the bureau and filing their claims. The division bench, headed by Justice Naimatullah Phulpoto, took the inquiry report on record and directed the petitioner's lawyer to file a counter affidavit by December 7.
