New plans: Schemes worth up to Rs10m to go straight to DMCs

All development schemes that are worth up to Rs10 million will be given directly to the district municipal corporations for execution. The deputy commissioner will be appointed as the focal person to run these schemes.
According to official sources, Rs22 billion have been allocated in the upcoming budget for the districts, apart from the Rs400 million that will be given to each district as block allocation to start working in different sectors. “The planning and execution of many sectors have been transferred from the provincial government to the district administration,” said an official in the planning and development department. The provincial government will not interfere in the development works, such as roads that are up to three kilometres long, dispensaries, basic health units, street lights, compound walls, graveyards, libraries, press clubs, gymkhana, maternity homes, parks, zoo, play ground, community centres, public toilets and water tanks and pumps.
“This is the prime responsibility of the district administration but the provincial government used to perform these in the past,” stated an official circular issued by the additional chief secretary of the planning and development department. “It has now been decided in principle to devolve these schemes to the district governments.”
