Ghulam Shabbir: Man fighting for right loses battle for life

A civic agency official, Ghulam Shabbir had gone to court on Monday to attend a hearing when the bomb blasts took place. After Shabbir’s death, his case for promotion pending in a local court will most likely be closed, providing a breathing space to the Capital Development Authority’s (CDA) most tainted human resource officer.


A lower-cadre CDA employee, he was fighting a legal battle against the CDA to win back his position in the seniority list. He was superseded by one of his juniors, Malik Zafar, who benefited the most from rules like up-gradation and re-designation, which virtually lifted him from the position of a driver to transport officer in grade 16, despite the fact he does not possess the required qualification.

This had happened with the help of recently-appointed Human Resource Directorate-II (HRD) Deputy Director Abdur Razzaq, who is also chief complaint officer of the CDA and custodian of CDA’s confidential cell.


“Days before his death Ghulam Shabbir had alleged that Razaq was illegally holding on to Zafar’s file to hide his role in his illegal promotion,” said Shabbir’s colleague, wishing not to be named.

“According to the rules, a case of upgradation or re-designation is initiated through HRD-III but in this specific case, it was initiated through HRD-I where he was appointed as deputy director,” the official said.

Razzaq was at the centre of all controversies in the past as well and hundreds of officials were fighting legal battles in the courts against his decisions.

His influence can be gauged from the fact that recently in the absence of CDA Administration Member Amer Ali Ahmad, he moved his case with the help of HRD Deputy Director General Asia Gul and got himself posted to the position of deputy director HRD-II.

The FIA is also investigating Razzaq as the main accused in another case.
