Pakistan needs proper enforcement of law, says US judge.

ISLAMABAD:
US Judge Eastern District of California Morrison England has urged the Pakistan government to enforce the Law of Intellectual Property Rights (IPR) in order to encourage foreign investment and become competitive in the global economy.

While addressing media, along with Advisor Commercial Law Development Program (LCDP) Joe Yang and first secretary for Intellectual Property Kalpana Reddy, he said that people did not respect law where its enforcement was not in place.

“Law of IPR, rules and regulation must be enforced for quality of products and credibility,” he said, adding that the rule of law prevails in the US, Australia and UK. Pakistan should enforce this law to gain a place in the world economy, while protecting the local industry which was also very competitive.

“If you want innovation in technology, you need to encourage more people to invest for continued growth and then enforce the law of IPR for quality products,” Morrison said. He added that this would create a competitive environment and result in the lowering of prices that would benefit consumers. He said that competition encourages new entrants, which results in the improvement of quality. The lack of enforcement of IPR, he said, results in market monopoly.

Meanwhile, Reddy said that US businessmen were also concerned about the enforcement of intellectual property rights even in India and China as it has been a priority issue to protect investment.


She said that there was potential of investment in Pakistan.

“People need awareness about the implementation of law of IPR and even the Pakistani industry is looking for protection,” she said, adding that enforcement of IPR law stimulates innovation, which creates jobs and new products and services.

“Even US businessmen ask how strong the IPR regulation system is in Pakistan to protect investment,” she added.
