The dominant trio seemed to be the big winners after the proposals were approved by the necessary eight out of 10 full members at a hastily convened International Cricket Council (ICC) board meeting in Singapore.
Sri Lanka, Pakistan and South Africa had all opposed the revamp when it was debated last month, but South Africa's Chris Nenzani voted in favour at Saturday's meeting. Sri Lanka and Pakistan abstained.
In the revamped ICC, India - which contributes 80 percent of global revenues - and fellow powerhouses England and Australia will have permanent seats on a new, five-member executive committee.
The committee will make recommendations to the decision-making body, the ICC board, which will be chaired by India's N Srinivasan from the middle of this year.
Revenues will be distributed according to countries' contributions - financial, sporting and historical - but the seven non-"Big Three" members will be boosted by a new Test Cricket Fund.
The Future Tours Programme, designed to guarantee series for all Test teams, will be changed with a series of binding, bilateral agreements to be struck between members.
And the World Test Championship, which was due to debut in 2017, has been scrapped, with the one-day Champions Trophy continuing in 2017 and 2021. The Test championship was deemed unworkable, a statement said.
The representatives of South Africa, Pakistan and Sri Lanka did not give details about their positions as they left the meeting, although Sri Lanka's Nishantha Ranatunga said he would hold discussions with his board.
"Pakistan and Sri Lanka believed that they needed more time to discuss the amendments to the resolutions with their respective boards," said ICC president Alan Isaac.
"There is a hope that when we come back at the next meeting that they will able to also support the resolutions."
India's Srinivasan and Australia's Wally Edwards declined to comment, but their fellow "Big Three" member, England and Wales Cricket Board chairman Giles Clarke, called it "a very good meeting".
"There was general agreement and (it was) all very satisfactory," he told AFP.
The approval came as some surprise given the loud opposition which has erupted in the cricketing community to the original proposals made by the three influential countries.
Ahead of the meeting, a leaked document detailed South Africa's reaction to the original proposal, which it called "extremely disappointing and indeed hurtful when originating from three great cricketing nations".
Pakistan great Imran Khan said the plan smacked of colonialism, while Lord Harry Woolf, author of a report which urged greater distribution of power at the ICC, called it "alarming" and "entirely motivated by money".
"I don't see how if we had this to consider we could see it as anything but a retrograde step," Woolf told Britain's Daily Telegraph.
"It is giving extraordinary powers to a small triumvirate of three people, and everybody else has got no power to say anything or do anything," the former Lord Chief Justice of England and Wales said.
"It seems to be entirely motivated by money."
Anti-corruption group Transparency International expressed "serious concern... the intention to entrench a privileged position for 'The Big Three' appears to be an abuse of entrusted power for private gain".
Sri Lanka had also complained that the proposals violated the ICC constitution by not distributing revenues equally between members.
Despite the concerns, Isaac said it was important that cricket's most influential countries now had a greater stake in the ICC, rather than be at risk of drifting away.
"It's been very important I think for ICC to have more commitment from those three members," he said.
"They would say to you I think that in the past they've tended to concentrate on matters in their own country and perhaps not always spent the time helping, leading the ICC.
"So their original proposal was really part of a commitment to get more involved in the leadership of the ICC."
Several of the proposals still need to be adopted by the ICC's Full Council, and they will be drafted by various committees before being submitted for approval.

Lets see, on the current ICC T20 championship, Test championship and ODI championship, India is on the second position. Not sure if you can get this ranking without winning matches and having a competent team. And if winning a permanent seat on the ICC membership and generating 80% revenue can be termed "hollow paper victory" then we Indians will take it any day.
India can't win on the field so they strong arm cricket on the basis of money. All well wishing Indians should want to refocus on their players competence and not some hollow paper victory over at the ICC.

@stealth: Would you care to expain how the sponsor's money will plummet after this decision? In fact the decisions are exactly in line with what the sponsors would want. In case you did not relze most of the sponsors are in the Big 3 countries.
We can all empathize with Mr. Ashraf. If he had agreed to the proposal, assuming it was monetarily beneficial for Pakistan, the Pakistani media would have hounded him out for not taking a stand against Indian hegemony.

What a shame, being a keen cricket viewer I got sick and tired of seeing India almost always playing at home and england and Australia playing long series against each other, be it ashes or marathon ODI series. I think we will see more of this in coming years. Rip cricket
@sabi: It has ceased to be a gentleman's game for a long time. The cricketers would much rather earn a lot (which they do today) rather than be called gentlemen and die poor. One day and T20 have been subsidising Test match. If cricket viewers wanted the gentlemanly and leisurely test matches to continue - the viewership for that would nit have dropped as it has. In any case why is it wrong for revenues to be distributed in proportion to where they originate. It seems unfair to do otherwise,

This is just not cricket...no more a gentleman game. Serious people who understand and love cricket will lose the interest and the whole cricket series and one-day matches will turn into any premier league 20/20 matches. Also the sponsors money will plummet after this decision.

Unfortunately, it was fool-hardy of Pak to take a nationalistic stance on this one, just because India was involved. In the world of cricket, Indian viewership matters, which is generating a lot of money to sustain interest in the game. A clever Board would have realized this truth, before taking a jingoistic stance. Having said that, I am dismayed at the response of some of the Indians, who are flaunting money-power. I would request Indian brothers to abstain from flaunting money-power, as it is rather cheap. Our culture in the sub-continent doesn't treat kindly and are always suspicious of the intentions of those, who flaunt money-power....
The revamp passed by eight members out of ten no longer remains controversial as stated in the article. The decision to oppose this move by only two members was mainly due to political considerations ie respective country's relations with New Delhi and not necessarily on the merit of this case. Both countries stand to lose financially especially Pakistan who cannot host international matches lost two crucial votes ie Australia and England in addition to India who will have the major say in all future decisions whereas Srilankan players shall be barred in the next year's IPL.
This is not about jingoism. This is a rational revamp of the ICC - especially the formula used to share the revenues. It is only fair that revenues sharing is in proportion to the money generated by individual nations.
If Pakistan felt so strongly, why did it not vote against the motion? Why did it abstain? This pathological hatred for India and anything Indian will not take Pakitan and/of Pakistanis anywhere. India's contribution in these big money ventures is enormous. Pakistan on the other hand has to live with the ignominy of the attack on Srilankan cricketers (worse is the inaction on the attackers), spot fixing, match fixing and ball biting players, poor organization and bickering in the PCB, pervasion of religion among the players (with Insha allah for every sentence by the Captain and others) etc etc. Unless they become sensible, their voices will never be heard. When a country cannot even host the "Home series" in its own lands, it speaks a lot about the country, their security apparatus, their insensitivity about the other players and the public in general
