An article in the current issue of Economic & Political Weekly looks at it another way. Written by the former chairperson of Aligarh Muslim University’s Economics department, it analyses the data of applicants to the civil services from select colleges. The writer, Naseem A Zaidi, starts by framing the problem. In the announcement of May 3, 2013, “out of the 998 candidates recommended (for selection) for various services, only 28 were Muslim — 2.8 per cent of the total. This story is repeated year after year and crossing the three per cent barrier seems insurmountable.”
Zaidi writes that “Different explanations are proffered for this state of affairs. Among these are: there is something wrong with the system of selection; it is an evil design of the people in power to keep the second largest community of the country backward by depriving them of a fair share in the corridors of power and so on. The Muslim political leadership revels in the opportunity to demand community-based reservations in education and employment in the public services.”
Zaidi’s approach is to look at the applicants and see how many are Muslim and how many succeed. Here there is a problem, which is “While (the Union Public Service Commission reports) carry detailed profiles of candidates belonging to the scheduled castes (SCs), scheduled tribes (STs), Other Backward Classes (OBCs) and the general category, no separate data is available for Muslims.” What Zaidi has, therefore, done is to look at institution-wise university data on applicants. She chooses two sets of universities. The first includes Aligarh Muslim University, Jamia Millia Islamia, Jammu & Kashmir University and Kerala’s Calicut University “as these are considered hubs for Muslim students”.
The second group has Allahabad University, Lucknow University, Banaras Hindu University and the University of Rajasthan, Jaipur. She looks at data for five years and finds that the success ratio of applicants from the Muslim set is actually higher (10.2 per cent of applicants) than that of the general set (4.3 per cent). She then looks at the number of candidates from these institutions who actually appeared for the exams and finds a solution to the problem there. The average annual number of applicants for the four Muslim-dominated institutions is under 25. For the other set, it is over 444. Her conclusion is unambiguous: “The low level of participation of Muslim students in the CS examinations rather than their probability of being selected is the major cause for low representation of Muslims in these services.” Zaidi adds her understanding of a second factor that inhibits Muslim participation, which is that “Muslim girls are performing well in many areas but they are not encouraged to attempt the CS examinations.”
I think Muslim groups must look at her work and try and see how to improve their position. Some years ago, I read the interview of a successful Muslim bureaucrat. His advice to Muslims was that “there will be not many who will go out of their way to help you. And there will be even fewer who will deliberately want to hinder you. It is up to you to make a success or failure of your career.”
I think that is the right way of looking at it.

It should be obvious to anyone that education, discipline, diligence and intelligence more often correspond to prosperity rather than not. Provided these ingredients, caste and religion are inconsequential. If one would ask the author for the need/justification for writing this article, he surely would struggle to come up with a rational answer!
This direct affront to the head-burial rights of ostriches must be protested. Only the Pavlovian response of some of them here assures me somewhat that perhaps no lasting damage has been done by this reckless plunge into truth by the author.

@Shining India: I am a Pakistani Christian. I don't have any relatives in India but I have many Indian Christian friends working outside India. They complain about rising Hindu extremism. India has seen skyrocketing cases of attacking churches and raping nuns. There is a problem in India where almost everyone except northern upper-caste Hindu Indians are suffering. I urge Mr. Patel to write about this instead of blaming Muslims for their misery in India.

First, I don't understand why you bring racism here in this topic. If you are able to read and comprehend what the author writes, you will note that the author is not justifying anything. He just points to some very solid factual data to show where the problem lies.
While I agree that every citizen should be given equal opportunity to succeed in education and jobs, what most people don't understand that it is not government's responsibility to guarantee equal OUTCOME/RESULTS. The actual results depend on the individuals and their efforts.

Instead of pointing out errors in the Indian Civil service system the writer tried to justify lack of muslim participation in civil service which is sad. Giving the reason that muslims from the beginning belong to lower castes is itself a shameful statement explaining that Racism from India is far away from eradication.
Civil servants are selected based on exams conducted by UPSC. I don't think there is any evidence of intentionally keeping deserving Muslim candidates out of selection, as the process is very transparent and fair. Yes, there could be grievance of Muslims that govt is not doing enough to train and encourage more Muslims to compete in these exams. This can be met by various state govts or even some wealthy organisations/ individuals. But if one goes by ratio of Muslim senior bureaucrats occupying highest positions in various govt bodies / ministries to total Muslim bureaucrats , as compared similar ratio for Hindus, Sikhs, Christians...Muslims would be outperforming others. This statement though not based on any factual, but on general observation .
While one may claim a possible bias in those selections that have personal interviews, where is the question of bias at the IITs or AIIMS or AFMC? You write the exam and you are selected on the basis of your marks/ rank. And what has been the representation of the Muslims in these institutes. Hardly negligible or virtually nothing. So, Muslims instead of claiming any bias should objectively look into why they are represented so poorly at all institutes of higher learning. Translating the situation to US, UK etc. - you will find the Indian/ Hindu kids have a very higher representation at top institutes like MIT, Cal.Tech, Berkeley, Cambridge, Stanford, Oxford, London School of Economics. So, these institutes are practicing bias? Let us get real and, look at the root cause of the problem realistically. I read a long time ago, when English was introduced by the Britishers in the sub-continent, within about 25 years the Sindhi Hindus had left the Sindhi Muslims far behind in education. Forward looking and, they were on their way to building colleges for their kids while the Muslim kids were still languishing in Madrassas.

Discrimination against a caste is equally bad as discrimination against a religion! Its pure racism and has no justification. You cannot justify racism by saying its of another type of racism than what people think. Point is its wrong and shall be stopped.

If someone tells that upsc is not selecting muslims intentionally, its like saying IITs are not selecting muslims due to their faith, which is complete nonsense you should check how many muslims appear for these exams and what percentage of them get selected. IITs and UPSC are two institutions which i respect because they do not compromise on quality and these are the toughest exams to crack in india with a success ration of less than 1%.I don't find anything wrong in that because you are choosing some of the brightest minds for some of the most important jobs in the country.Some indians (it should not always be a hindu muslim discussion) are lagging in competition and that is because they are not competent enough that's it, it would be much better if government comes up with a plan to overcome this by improving the level of education among all communities instead of solving every problem by reservation.
