Solid waste management: Court asks CDA to submit progress reports quarterly

Civic agency says that the affected site would be levelled and decontaminated.

The Supreme Court of Pakistan on Wednesday directed the capital’s civic agency to update the court on the status of the solid waste management project on a quarterly basis.


The directives were issued after perusing through a report submitted in the court by the Capital Development Authority (CDA) recently envisaging developing a proper system of collection, transportation, processing and disposal of waste on a scientific basis.

The report had been submitted after the Chief Justice took a suo motu notice of dumping of solid waste in open in the foothills of Margalla.

“The CDA planning wing in consultation with the Pakistan Environmental Protection Agency has started selection of a suitable site for the purpose,” the CDA had informed the apex court through its report.

According to the report, the ministry of climate change has also been engaged for technical advice and to arrange environmental specialists for a long-term future planning to execute the project.

The CDA in the report suggested that to reverse the damage done to a site near Sector D-12, while dumping the solid waste, the affected site would be levelled and decontaminated with spray.

“A thick layer of fertile soil will be laid out and tree plantation will be carried out during the coming spring season at the affected site besides fixing warning signs boards in the place asking people not to visit the area until the site is declared contamination-free,” the CDA had said in its report.

“The Pak-EPA will also periodically monitor the air quality and test the soil quality till such time it satisfied that the area was no more contaminated.”

“The chairman CDA is directed to submit follow-up reports in this regard on a quarterly basis till the plan is materialised and executed,” the CJ ordered after going through the report submitted by the authority.

After the suo motu notice of the issue was taken, the CDA stopped dumping solid waste in Sector D-12 and now the solid waste is being dumped in Sector I-12 along the IJP Road.
