Villagers said Ali Abid, son of a nomad who had set up his tent near the site, was bathing in water when he got stuck. He was pulled out by 1122 rescuers.

I see majority of accidents are caused by neglect by the authorities than by the innocent civilians. From road accidents to drowning and from electrocution to improper fuel career codes and fines. We must require the non-diligent officer to accept the responsibility of all accidents and fatalities occurred due to his/her negligence. In above case the site should have been guarded after cardoned off with "danger" sign posted. I have seen buses going into ravine or just flipping over and even involved in high fatality accidents due to negligence of road caretaker dept.
