Learning Difficulties: 'Slow learners should get separate budget'

Government should treat persons with learning disabilities as a separate entity in budget documents, says Kamran.

The government should distinguish between persons with learning disabilities and persons with physical disabilities and make a separate allocation for the former in the budget for 2013-14, an NGO has said.


The government has never sought to assess the number of persons with learning disabilities and it clubs them together with the physically disabled, said Pakistan Association for Difficulties in Learning (PADIL) CEO Ashba Kamran in a statement on Tuesday.

She said the neglect faced by slow learners forced many of them to drop out and had an effect on the low literacy rate in the country.

Kamran said that the government should treat persons with learning disabilities as a separate entity in budget documents and allocate sufficient funds to rehabilitate and educate them.
