On February 12 North Korea carried out its latest nuclear test involving a nuclear warhead of six to seven kilotons, drawing sharp international condemnation.
The Times of India quoted an unnamed Indian government official as saying, "when you talk about any nuclear test conducted by North Korea, the role of Pakistan can never be far behind.''
Indian authorities were reported by the Times of India as saying that if these tests were done using enriched uranium, then it was an indication that pointed towards Pakistani involvement.
The paper reported allegations of Indian officials who claimed that just when these tests took place, in Geneva, Pakistan was blocking further negotiations on the Fissile Material Cut off Treaty (FMCT) at the global Conference on Disarmament that is being organized by the United Nations.
Echoing a similar view, American scientist and weapons expert Siegfried S Hecker was reported by the New York Times as alleging that North Korea might have obtained its nuclear knowledge and blue prints from Pakistani scientist Dr Abdul Qadeer Khan.
Previously, in his December 2008 book, Goodbye Shahzadi, Indian journalist Shyam Bhatia claimed that former prime minister Benazir Bhutto once told him, about the alleged exchange of nuclear knowledge and missile designs between Pakistan and North Korea, however it must be noted that none of Bhatia's allegations have ever been proven.

I don't understand the Pakistani commenters who find this funny. Pakistan has ADMITTED involvement in proliferation to North Korea. And India is far from the only one saying this. The article itself quotes the New York Times. Here is a more complete statement

I am sorry but I should have been more clear. Pakistan abstained from voting. If it had voted against India, then IAEA wouldn't have been able to pass the bill. Basically if Pakistan had said no, India would not have got IAEA approval.
You are not getting whats happening in NSG. NSG says only 5 powers in the world are legitimate nuke powers. India didn't sign NPT, so did Pak, Israel.
But, India got NSG to amend its Constitution to include India's name, and hence a de-facto nuclear power, who can do nuclear commerce.
Get it now?
It doesn't matter anymore if India joins NSG, because it has got all powers that the 5 countries in NSG possess.

Big toys belong to big boys.
North Korea has big toys, since it didn't earn it, the world has cursed it and sanctioned it. North Korea is 80% poor.
Same is happening with Iran. Inflation is running high and pretty soon food will be too costly to buy for most Iranians.
Israel has a big patron - the US - and is considered the 51st state of the US. Hence, it gets away with it.
Its only India which earned it, has a right to it. The world granted India that right by giving NSG waiver 5 years ago.
Of all the countries which listed above, India is the only country which is truly accepted as one.
Pakistan will meet the same fate as Oil rich Iran or the militarily strong North Korea. Its people will starve, terrorise and kill their own in hunger. The nukes are Pakistan's biggest curse. India will make sure of it.

What is unsubstantiated? A Q Khan publicly admited during Musharraf's time that he was involved in proliferating nuclear technology to Libya, Iran and North Korea.

No one has indicated that this specific test had anything to with Pakistan, the reference was to the original proliferation activity.

@Someone: You must be feeling good thrashing India and Indians. Indian started Antartic research station in 1984 and pakistan in 1991. India developed its Nuclear capabilities before pakistan did. The reasons for that are well documented in Youtube and I dont need to go into it.
On your reference of Slums in India, let me tell you, these slum dwellers are well equipped with TV's, Cell phones and motor bikes. I visited both the countries, Indian TV channels air, BBC, CNN and Russian channels and they are not censored. Media is very open, Govt does not ban Youtube or shut down cell phone service due to Terrorist attacks.
Pakistan has lot to learn from India and that's my reading.
India is a racist country no different than Japan which throughout hisory have had korean workers in their factories and yet claimed that in Japan only indigenous workers. Can the USA, Russia, UK and Frnace claim that their nuclear program was not supported by German scientists. It would have been more appropriate to accuse the North Korean scientists for the Pakistan nuclear program and not the other way around. The CIA has all the facts info regarding the korean, Israeli, Iranian and the Indian nuclear program.
