Pir Mazharul Haq points out ‘violation’ of good governance

Education minister says a grade 18 officer has been appointed at the post of grade 20 officer.

In another snub to good governance, Sindh Education Minister Pir Mazharul Haq in a letter to the Sindh Chief Minister Qaim Ali Shah on Wednesday highlighted illegal appointments in his department.

“Schools director post requires appointment of a grade 20 officer. However, a junior officer of grade 18 was appointed instead which is a stark violation of the rules of good governance,” said Pir Mazhar is his official letter.

Last week, the chief minister had issued orders for the appointment of a grade 18 officer, Qasim Baloch, to take charge as Karachi Schools Director. But Haq has also directed the education secretary, Dr Faizullah Pechuho, to prepare a summary for appointment of a senior officer in place of Baloch. The summary will be sent to the chief minister as he is the authority for appointments.


“An officer of grade 18 in no way can be appointed at a grade 20 post when other senior officers are available,” the education secretary, Dr Pechuho, told The Express Tribune, alleging that the appointment was made against rules and regulations and he had stopped Qasim Baloch from joining the office.

On Tuesday morning, however, Baloch reportedly arrived at his office at the Civic Centre to take charge. “I don’t wish to involve myself in any controversy and cannot declare anybody responsible for this violation,” said Dr Pechuho. “But I assume that the facts were concealed from the chief minister.”

An official at the chief minister secretariat, talking on the condition of anonymity, said that the issue was of political nature as at least three school directors for Karachi have been changed within two weeks.
