First, families and clans act as custodians of voters and political parties. Second, most voters in the rural areas do not cast votes of their own free will and many are not even aware of their basic fundamental rights. Third, corruption and coercion are part and parcel of Pakistan’s electoral process. Last, but not least, politics is deemed dirty and dangerous by law-abiding, educated citizens of Pakistan.
Along with these facts, there are certain misperceptions about democracy that have purposely been inculcated in the minds of Pakistanis by politicians. These include: elections lead to the establishment of democracy, parliamentarians are true representatives of the people and voters cast their votes freely.
In addition to these misperceptions, there are clear fault lines in Pakistani society, i.e., sectarian, ethnic, tribal, and provincial. Our so-called political parties are clearly divided along these fault lines.
The above-mentioned facts, misperceptions and fault lines have produced an electoral system that creates governments incorrectly termed as democratically elected. The political party is the fundamental institution of any democracy and is supposed to be structured democratically. However, in Pakistan, major political parties are controlled by a few influential families. The PPP claims that it is a democratic party but the change of leadership in the party happened through a will, after the demise of Benazir Bhutto. And the irony was that not a single seasoned parliamentarian like Raza Rabbani, Amin Fahim or Aitzaz Ahsan, uttered a single word against this undemocratic act.
In the rural areas, most constituencies are controlled by influential feudal families, who like seasonal birds, keep moving from one power broker group to another, according to their changing interests. The recent by-election results in DG Khan and Multan raise serious concerns for those who believe that only political awareness will change the status quo.
Another important institution in any democracy is an independent election commission, which is responsible for implementing election rules. In Pakistan, we have an election commission that is spineless when it comes to ensuring the implementation of election rules. Similarly, an independent judiciary that provides speedy justice and a bureaucracy free from political influence are also essential ingredients of a true democracy. These prerequisites seem to be absent in Pakistan.
In the remote areas of the country, people are not even aware of the existence of an election process. My visits to some coastal union councils of Thatta revealed that the people of the area had no idea about who the MPA and MNA of their constituency were.
Lastly, I believe that without elected local governments, no regime can claim to be a democratic one. All provincial governments in the country are unwilling to devolve power to the local leadership, which is the essence of a democracy.
Because of all these reasons, the track record of elected civilian governments is not at all impressive. The unpleasant fact is that the economic growth rate achieved during democratic regimes has compared poorly with the rates achieved during military regimes. I am afraid that this rotten system will continue in the future as well. Getting rid of the influential feudal families and the corrupt urban elite seems like an impossible task at the moment.

to a very great extent the writer is correct.....China is not a democratic country, yet today it is an envy of the whole world being called as second economically strong country in such a short period of time....we need honest & disciplined leadership.....there is a study which has revealed that most democratically elected govt has more corrupt practices than other form of govt....America being # 1.....where there is no account of trillions of dollars in Iraq, Afghanistan & other countries where its intel agencies are busy in covert activities, beside, billions of funds in the name of USSR / Cold war are still being budgeted but being spent elsewhere.....with all having a share in its booty.....

Its funny coming from an Indian, whose hide behind a facade of democracy. Held hostage by the Brahman minority in collusion voracious corporate elite and an insecure establishment too big for its shoes. In no other democracy more than 80% people lie in vicious poverty cycle (below 2 USD a day) while the state goes on spending sprees from arms, ammo, missiles, air craft carriers, sub marines and rockets. Hundreds of millions of poor who openly defecate making India world's largest open-air laterine. Who don't even have clean drinking water and access to basic health care and education.
Go and tell your lies to others who are blind, we in Pakistan are not!!
Political government's incompetence,corruption ,abysmal performance on socioeconomic front and undemocratic roots ,all allow, even ask for, military dominance.
When a major party selects it's leaders on the basis of a will and inheritance,you can imagine how strongly they are going to uphold the principles of democracy.
To restore the civilian -miltary balance civilian government will have to act democratically and show some performance before they can show any muscle.
A child was asked in the school :what is democracy", child replied, "Corruption"
Democracy requires 3 minimum pre-requisites. 1) Civilian supremacy. 2) Independent election commission. 3) A fair and secular Constitution.
Pakistan has none of it and there are just far too many forces at work to even fix one of the above requisites.
Pakistan was never a Democracy and I do not see it being one in the near future(even never).
Economic problems i.e. poverty an high rates of basic commodities is another factor of poor/fake democracy in our country. If someone is so indulged in earning and struggling for survival of his family how he can be intrusted in so called political process.
Politics runs by feudal and their families from generations in Pakistan.. its totally wrong saying Govt of Pakistan is Democratic and the system Pakistan follow is democracy.

Your version of democracy was dictated by Plato two thousand years back, mankind learned its impracticable.
At its core democracy is indeed electoral selection. the premise being that people would think best for themselves. As for the never ending rhetoric about feudal and political parties. Our feudal parliaments have legislated in a far effective manner than forty years of military and civil bureaucratic rule.
Feudalism has always weekened in Pakistan during democratic rule. Please read history.

Mr Talha, As per your defination and opinion, democracy is the best system if it is run by the best people living in the state. But who will choose them, People or some army general. How do you believe that the people will elect the best people in local government. With the time, people will learn to choose better candidates.
Technocrats working from 9-5, who are anonymous and on a civil servant salary would be infinitely better then the politicians with their grandiose (read stupid) visions. Our problems aren't impossible to fix, honest governance that looks after and educates the masses will go a long way to alleviating our plight. Instead we have politicians and their cronies scheming ever more ingenious ways to con the government out of money while those most in need continue to suffer. They look after the interests of the feudal elite and a few other significant groups, and don't give a damn about the remaining 95% of the country.
The system may be rotten but at least we are not under the thumb of the Pagans. Now we need to get rid of the Pagan hybrid system. Let us not merely call the Parliment Majils e Shura and think it is Islamic. Let us fulfill our destiny and have a full and complete Islamic state with a Khalifa and selected wise men in the Majilis e Shura. Democracy a man made system cannot take root here.
