Cutting corners

Officials told to stop doling out ‘favours’; anyone found using influence will be taken to task under PEEDA Act 2006.

The Punjab government has warned officials using political influence to get job appointments, promotions or postings would be met with censure under the Punjab Employees Efficiency, Discipline and Accountability (PEEDA) Act 2006.


An official, speaking on the condition of anonymity, said that the warning had been issued by the Regulations Wing of the Services and General Administration Department (S&GAD).

The issued by the S&GAD, the government had observed that officials were using political pressure on authorities regarding service matters. The practice, it said, was a clear violation of Rules 19 and 29 of the Punjab Government Servants Rules 1960. The rules say, ‘No government servant shall bring or attempt to bring political or other outside influence, directly or indirectly to bear on any matter arising in connection with the employment.’

Section 2(n)(v) of PEEDA says that ‘any act on the part of a civil servant to bring political or other outside influence directly or indirectly to bear on the governor, the chief minister, a minister or any other authority in respect of any matter relating to appointment, promotion, transfer, posting, punishment, retirement and other condition of service of a civil servant amount to “misconduct”.’

An official at the Civil Secretariat said that most of the chief minister’s directives regarding service matters had been issued on the requests of ruling party lawmakers. He said the issuing of such a warning was ridiculous.
