Foreign workers: Security slightly better, but still bad
At 153 of 177 projects in Punjab, security deemed unsatisfactory.

Security arrangements for foreigners working on development projects in the Punjab has improved slightly in January, but is still unsatisfactory for the vast majority, according to an intelligence agency report.
The agency’s monthly report for January said that security at 153 of 177 projects was unsatisfactory, a slight improvement over the October to December quarterly report, which stated that security at 162 of these projects was inadequate.
After receiving the report, the Home Department sent out a circular to the capital city police officer (CCPO), regional police officers and commissioners. “Despite identification of lapses, security arrangements at most projects where foreigners are working remain unsatisfactory,” says the circular. It calls for a review of security at all such projects.
There are 177 development projects currently underway in the Punjab on which foreigners are working. The largest chunk of these projects, 62, is funded by the Chinese. The agency conducts a field survey looking at security arrangements for the foreigners working on these projects every month.
The agency recommended that the police and local administration concerned review security for the projects where it is lacking.
