The Lahore High Court on Wednesday directed Dr Mugheesuddin Sheikh to file a rejoinder on February 2 to Punjab University acting vice chancellor Dr Mujahid Kamran’s reply in his petition challenging the latter’s appointment as acting VC .
Justice Sheikh Ahmed Farooq issued this order after the counsel for Dr Kamran submitted that Chief Minister Shahbaz Sharif had on Tuesday recommended his client’s reappointment. He added that as a policy matter the subject could not be brought before the court. He requested the court to dismiss the petition for not being maintainable.
Earlier, Dr Sheikh, the Institute of Communication Studies director at Superior University and a candidate for the VC’s slot, submitted that the chief minister’s approval for Dr Kamran’s reappointment as the VC for four years was a violation of the Punjab University Act. According to that law, he said, a VC could neither be granted an extension nor permitted to serve as a stopgap arrangement.
The petitioner submitted that such an extension in service had been held unlawful in a recent judgment by the Supreme Court.
The petitioner said that he had filed the petition on January 2, before Dr Kamran’s retirement, seeking a restraining order against his possible extension.
The court asked the petitioner to file his rejoinder by February 2.
