MQM-P moves adjournment motion against e-challan

Muttahida Qaumi Movement-Pakistan's (MQM-P) lawmaker and member of the Sindh Assembly, Engineer Adil Askari, has submitted an adjournment motion in the provincial assembly against the implementation of the electronic challan (e-challan) system in Karachi, terming it unfair to citizens in the absence of basic infrastructure and public transport facilities.
In his motion of public importance, Askari stated that the Sindh government had imposed the e-challan system without first ensuring proper traffic management and road safety measures - a decision he described as "unjust, premature, and harmful."
He pointed out that broken roads across the city have made daily commuting difficult and hazardous, while the lack of a reliable public transport system has left commuters with no viable travel options.
The MQM-P lawmaker highlighted that inactive traffic signals, faded road markings, missing zebra crossings, and a shortage of signboards have made it nearly impossible for drivers and pedestrians to follow traffic rules. He added that encroachments and illegal occupations by mafias have further narrowed main roads, worsening congestion.
Askari said that imposing heavy e-challans under such dire conditions amounts to "punishment for government negligence." Instead of improving the city's infrastructure, he added, the authorities are burdening citizens through an unfair and faulty system.
He urged the assembly to take immediate notice of the issue and called for the suspension of the e-challan system until road repairs, signal activation, and removal of encroachments are completed. Askari further demanded that a comprehensive plan be launched to restore Karachi's road network and ensure traffic discipline.
