RAWALPINDI:

A departmental inquiry into the killing of two lawyers by an Elite Force official in Attock has charged two more officers with allegations of criminal negligence.

Elite Force Sub-Inspector Abdul Waheed and ASI Muhammad Tanveer have been accused of issuing an official rifle to the attacker without legal authorisation.

A case was registered against the two officers under Sections 155C and 155D of the Police Order, and they have been arrested. However, despite the standing order of the Punjab IG, the HQ DSP, who is bound to check and brief all guard duties, was given a clean chit in the matter.

According to sources, following the Attock incident, DSP Azhar Shabbir Khan was appointed as the inquiry officer. The inquiry revealed that ASI Intizar Shah killed two lawyers by shooting with an official SMG rifle.

A murder case was registered at the Attock police station, and ASI Intizar Shah was arrested.

The departmental inquiry further revealed that Sub-Inspector Abdul Waheed and ASI Muhammad Tanveer were aware of ASI Intizar Shah's ongoing family case in court and his conflict with advocate Israr Ahmed. Despite this knowledge, they placed Shah on duty at the civil court, which was deemed inappropriate.

The FIR stated that both officers failed to brief the force and conduct self-monitoring as required by the SOP for duties at sensitive locations.

The inquiry disclosed that ASI Intizar Shah was not authorised to carry an SMG rifle, as pistols are allotted to in-charge officers and rifles to constables. The failure to check and brief Shah on his assigned duty and weapon was attributed to gross negligence by Sub-Inspector Abdul Waheed and ASI Muhammad Tanveer. Consequently, a case was registered against them under the police order, and City Attock police have commenced an investigation.
