In a recent Balochistan Assembly session, a resolution was made and supported to urge the federal government to declare the inclusion of a DNA test before the issuance of CNIC as mandatory for easy identification of criminals. This is indeed a progressive step in a backward area. While intentions are positive and in theory it makes perfect sense, implementing it would be a rather complex and costly affair, especially in an underdeveloped province.
Balochistan has always been in a precarious situation, where different groups and institutions are constantly tussling for control. This has created an identification crisis as many citizens there do not want to come under the purview of the law. Issuance of proper CNICs is in question and fake identification is widespread. This may significantly hinder the project in its initial stages. Moreover, due to lack of awareness and low literacy rate there will be a significant amount of hesitancy due to a rise of conspiracy theories and hoaxes around DNA testing. It is unlikely for a country that is unable to effectively carry out proper census to initiate such a massive programme. It will take time and effort, and still may not prove to be efficacious in the end. In order for it to work, identification and issuance system must first be rectified and regulated. It is not just criminals and crooks who use illegal means, but those who are impoverished or poor often resort to informal systems to get by. Therefore, grassroots development and regulation laws are a must in order to uplift people and urge them to comply with the state.
Officials must not let hurdle bog them down. Change can sometime take years. One day we hope that systems in Pakistan are in accordance with international standards and DNA testing becomes a norm for identification purposes.
