Punjab CS approves Building Plans Portal system
Local bodies, development authorities to process applications within a month

Punjab Chief Secretary Jawwad Rafique Malik has approved the implementation of the e-building plan project, under which 455 local bodies, including metropolitan corporations, and development authorities will be bound to approve the plans within 30 days.
Sources told The Express Tribune that the provincial government has approved the launching of a Building Plans Portal system for metropolitan corporations and 455 other local bodies as part of theb government’s efforts aimed at ease of doing business. Under the project, the authorities concerned must grant the building completion certificate within 30 days.
Similarly, land use conversion plan must be approved in 45 days, development plan for private housing schemes within 60 days and metropolitan corporations must give their approvals within 75 days.
Implementation of the building plan portal system project will start from Monday. The sources added that the approval of the building plan for five-marla buildings will be given in a month.
The government has agreed upon the provision of IT services in this regard with the Punjab Information Technology Board (PITB). Under the project, plans for commercial, residential, semi-commercial and industrial buildings will be approved in 30 days.
However, for high-rise buildings, the Water and Sanitation Agency (WASA), Traffic Engineering and Planning Agency (TEPA) and the environment department will be required to issue NOCs within seven days. In case of non-submission of NOC, the authorities must issue objections within seven days of application.
The sources further said that the head draftsman will be required to complete the approval a day after submission of building plan, while the patwari will give approval in two days.
The assistant municipal planning officer must proceed with his part in two days and deputy municipal planning officer in three days. The chief corporation officer will conduct inspection within five days and send the report to the administrator for final approval. The administrator will be bound to give the final approval of the building plan within six days.
The applicants will be able to get information about the building plan from call centres and web portal as well as through email and WhatsApp.
