1,200 inspectors awaiting promotions

Order asks for promotion of officers who completed ten years’ service

At least 1,200 inspectors of Punjab Police are looking forward to Punjab Inspector General of Police (IGP) Shoaib Dastagir for the long due time scale promotion into the next grade, as promised a few months ago in a notification by the Punjab government.

The order titled, ‘Time scale promotion to officers in BS-16 and above having stagnant posts’ was issued in July 2019.

The order has asked for the promotion of an officer or official, who had completed ten years’ service on a basic pay scale, into the next rank.

It read, “The case has been examined and observed that the policy ibid is applicable to the case of an officer or official who has completed 10 years' service on a basic pay scale but has not been promoted because of insufficiency or non-availability of posts reserved for promotion in the next higher pay scale.”


100 inspectors promoted to rank of DSP

The policy introduced by the government asked for time scale promotion to the next rank applicable since February 2019. It read, “Such officers or officials are entitled to be given time scale promotion, with effect from February 1, 2019, to the next higher basic pay scale”.

An inspector, on condition of anonymity, said that it was unfortunate that the policy was meant for almost all the departments of Punjab including police. “However, other departments have implemented it to a larger extent except Punjab Police.”

Another inspector termed departmental, hierarchical politics as a reason behind the delay. He added that a two scale senior officer could grant major punishment to a junior. The transfer of inspectors to the next rank may devoid the majority of DPOs, who were either of SP rank or SSP rank, from exercising this right. He further said that they had pinned high hopes to the newly incumbent IGP for redressal of their problem.
