The devolution of the Ministry of Labour and Manpower has created complications for Pakistanis seeking employment abroad, claim officials. There is no on-evidence to support this, say others. Two major departments – the Bureau of Emigration and Overseas Employment and the Overseas Employment Co-operation – that claim to send over half million Pakistanis abroad for better employment annually, are not functioning effectively, say Islamabad based officials. “The devolution of the Ministry of Labour and Manpower has become a stumbling block for Pakistanis seeking jobs (abroad),” according to an unnamed official of the Overseas Pakistanis Foundation (OPF).
