Project allowance: PR official summoned on employees’ plea

Petitioners say they too were entitled to 50 per cent pay raise for govt servants.

The Lahore High Court on Wednesday directed Pakistan Railways to send a “responsible officer”, like the general manager or his deputy, to answer the issues raised in a petition by 19 employees seeking a project allowance.


The order was passed by Justice Sheikh Azmat Saeed while hearing the petition filed by Muhammad Aslam Bharwana and 18 others against secretary/chairman and general manager of Pakistan Railways.


The petitioners submitted that the Central Development Working Party decided at a meeting on March 1, 2008, that staff working on new and ongoing projects would be eligible for a project allowance. They submitted that the finance regulation wing notified this on August 12, 2008, and the Ministry of Railways also endorsed it.

The petitioners said that they were also entitled to receive the allowance but their request for the same to senior officials was refused. They contended that this was discrimination, and so they should be paid the project allowance from July 1, 2008.

The court summoned a “responsible officer” to ascertain Pakistan Railways’ point of view on the matter, observing that the stance presented on behalf of the respondent “lacks clarity”.
