Balochistan High Court reserves verdict on PSDP
Court directs provincial govt to prepare uplift schemes as per rules
QUETTA:
The Balochistan High Court has reserved its judgment on a petition about the Provincial Public Sector Development Programme (PSDP).
The case was heard by a division bench comprising Justice Jamal Mandokhail and Justice Kamran Mullahkhail.
Additional Chief Secretary Abdul Rehman Buzdar, Finance Secretary Noorul Haq Baloch and Advocate General Arbab Tahir Kasi appeared before the court.
The petitioner, who filed his plea in 2016, told the court that the current government had only Rs5 billion for development schemes.
Justice Mullahkhail observed that the previous development schemes could not be unnecessary. “We are not sitting here to take orders but to elucidate the Constitution,” he remarked. “We can’t allow the government to go ahead with development schemes illegally.”
The finance secretary told the court that the provincial government had decided to amend the provincial local government law.
Former finance minister Mir Khalid Langove also appeared in the court. He said there was a perception that the court had halted the PSDP.
Justice Mandokhail replied that the court had indeed halted some illegal schemes from the PSDP.
An interesting exchange of words took place between Justice Mandokhail and Langove. “I think you will again join the cabinet as a minister,” the judge remarked.
Langove replied that he had spent three years in jail and did not wish to return there.
Justice Mandokhail told the chief secretary to review the schemes that would be inducted in the next PSDP.
The court directed the provincial government to prepare schemes as per rules for the next PSDP.
