“The government has launched an investigation into the attack and takes full responsibility of all its citizens regardless of their caste, creed, religion or province,” he added.
Zaidi was speaking to reporters after meeting the families of the victims.
“The National Action Plan (NAP) would be implemented without making any exceptions. No terrorist would be spared no matter which organisation they belong to."
The minister said the Pakistan Tehreek-e-Insaf (PTI) government had begun the implementation of NAP without undermining the independence of courts or law enforcement bodies.
“Prime Minister Imran Khan has issued clear directives to all law enforcement bodies to ensure that no religious or political group with links to terrorism is exempted,” he remarked.
Zaidi maintained that people responsible for such horrific attacks were mentally ill. “Terrorism does not have any religion.”

Pointing out that Pakistan had been combating terrorism for the past 20 years, the minister said the war was coming to an end now.
Speaking about other issues of the province, Zaidi said development could not be achieved without providing educational and healthcare facilities.
He added that Balochistan now had a chief minister who was committed to the development of the province.
"Terrorism can only be eliminated through education. We will have to improve the state of healthcare, education and security in the country. Otherwise, development would not be possible."
