PM Imran says govt focused on carving policies for the poor in 100 days

The premier lauds his wife, Bushra, as the one behind the government's 100-day performance

Prime Minister Imran Khan has said that the government focused on carving policies for the downtrodden and weak segments of the society.

The Pakistan Tehreek-e-Insaf (PTI) on Thursday unveiled the progress of the government during the first 100 days of it governance.

"We are working to bring an equal education system in the society for all." The government, he added, will also introduce health cards to benefit the masses.

"The health initiative we took in K-P will now be launched throughout the country." The premier said the government has adopted reforms for the better management of public hospitals.

"Our health system needs to be revamped at the grass-root level," he added. "We should look no further than to follow the teachings of Prophet Muhammad (PBUH)."

PM Imran stressed, "we need to create a society where there is justice," and added that shelter homes and schemes are being introduced.

Pakistan has all the resources but, he lamented, because of corruption, the country has never been able to actualise its potential. He reiterated that the country's survival is linked with eliminating corruption. "We will seek details of Swiss bank accounts opened in the last few years."

"It is the government's first priority to eliminate corruption," he said. "The Federal Investigation Agency (FIA) fake accounts containing Rs375 billion." These accounts, PM Imran added, were used to launder money. "We have signed MoUs with 26 countries to take measures to stop the practice of money laundering.

The government, he said, will also introduce tax reforms, and take steps to improve the progress of the Federal Board of Revenue (FBR).

Those who don't pay taxes burden the masses with more taxes imposed on goods.

PM Imran further said the government will introduce a law for the overseas Pakistanis, which will ensure protection of their property in the country.

Further, he added, a legal aid authority will be formed, which will work to deliver justice to the poor. "We will also introduce reforms to ensure speedy justice to widows."

The National Accountability Bureau (NAB), the premier added, is an independent institution. "The government is not responsible for NAB's actions. However, the institution should improve the way it operates." Everyone, including NAB, should learn to take criticism positively.

The premier lauded his wife, Bushra Maneka, for the government's 100-day performance, saying "the credit for this goes to Bushra."

PM’s Adviser for Establishment Division Shahzad Arbab, in a ceremony in Islamabad, said that the government had managed to initiate at least 18 of the projects and schemes out of the 36 projects it had announced in May.

• Establish Asset Recovery Unit and Trace Unlawful Wealth: Task force to recover unlawful wealth established and functioning. Assets Recovery Unit set up in the PM Office and fully operational. Legal Assistance Bill 2018 finalised. Declaration of UK/Pakistan Justice and Accountability partnership. Update on work done by the taskforce published at the end of 100 Days


• Draft Local Government Act of Khyber Pakhtunkhwa, Punjab and ICT: Review of Pakhtunkhwa and Punjab LG system with recommended improvements. Proposed blueprint for revamped LG system for Punjab, KP and ICT developed for review. Draft legislation to amend LG law in each province / ICT, and intended timelines for election published is still being worked on.


• Legal Reforms to Revolutionalise Access to Justice: Civil Law and Criminal Law Reforms Taskforces created. Review of Civil Laws completed to recommend amendments to achieve expeditions and adjudication of Civil cases. Initiate draft legislation for Civil procedure. Initiation of Criminal Law reforms. Review of substantive laws completed and procedures in relation to issuance of letters and succession certificates. Legal Vetting of Disability, Corporal Punishment and Torture Bill. Finalisation of legislation for setting Legal Aid Authority under the Ministry of Human Rights.


• Economic Support Package for Revival of Manufacturing Sector: Economic Support Package for Revival of Manufacturing Sector Announced (Finance Minister. Tariff Policy announced (Commerce Adviser). Backlog of refunds and rebates cleared (Finance Minister) in in progress


• Naya Pakistan Housing Programme: Housing task force established. Policy framework developed is still being worked on.


• Framework to establish National Tourism Board: Task force on tourism established. Private Sector investment framework is worked on.


• FBR reforms roadmap: FBR Chairperson to be appointed (Adviser, Establishment). FBR Reform Blueprint to be developed and launched (Chairman, FBR). Tax Policy to be developed and announced (Finance Minister).


• Ease of doing business: Economic Advisory Council appointed – Finance. Council of Business Leaders appointed – Advisor Commerce. “Ease of Doing Business” Strategy Developed and Published


• National financial inclusion strategy implementation plan National Financial Inclusion Strategy (NFIS) working group. NFIS implementation plan developed and published. Plan to increase deposit base of banks developed and published


• National Agriculture Emergency Programme on crops, livestock, fisheries, agriculture markets and conserving water: National agriculture emergency working group established. Complete National livestock emergency working group established


• National Water Policy: Council of Common Interests meeting on national water. Task force established for the implementation of the National Water Policy


• Education Blueprint: Federal / ICT strategy on Education developed and published, outlining federal role on education, in line with the 18^th amendment


• Health Blueprint: Federal / ICT strategy on Health developed and published, outlining federal role in health, in line with the 18^th amendment


• Social Protection Programme: Develop new programme to "Reduce Stunting" through the platform of BISP. Develop new programme on "Graduating Poor out of Poverty" through the platform of BISP. Expand education enrolment programme through BISP


• Action Plan for Women and Girls in the Justice System: Consultations with stakeholders for development of action plan on criminal justice. Action plan on criminal justice developed and execution started. Awareness campaign on inheritance rights launched. Consultations with stakeholders for action plan on inheritance rights with Ministry of Human Rights. Action Plan on inheritance rights developed with Ministry of Human Rights.


• Increase Pakistan’s regional and global relevance: Key foreign policy issues on which strategy needs to be reviewed by the PM prioritised. National positions, and plans of action on all key issues, and in particular on Kashmir, approved by the PM. Enhance Pakistan’s National Security


• Launch 10 Billion Tree Tsunami: Restructure existing Task forces on Climate Change and Wildlife to drive Government's Green Growth Agenda. 10 billion tree Tsunami launched. Urban tree Tsunami launched.


• Clean Drinking Water Plan (ICT only): Options on clean drinking water developed for ICT. Plan developed and launched.

Ahead of the address, the premier chaired weekly federal cabinet meeting in which he expressed satisfaction over the government’s 100-day performance. Express News reported him as saying that PTI had worked tirelessly and successfully reigned in financial crisis.

PM Imran asserted that there will be no compromise on Pakistan’s sovereignty. “Kartarpur corridor initiative proves we are a peace loving country,” he added.



Addressing those in attendance, Finance Minister Asad Umer said the government plans to increase the number of small industries by 0.7 million within a time span of four years.

"The government will announce five major projects for the marginalised segments of the society." Umer said. "We have evolved a plan regarding malnutrition in children, education resourcefulness, health cards, shelter for the poor and employments, and work on that will begin within days."

Any agreement with the International Monetary Fund (IMF) will be signed to boost the economy's, and the well-being of the masses.

The government, finance minister added, has handed over Rs5 billion to Akkhuwwat Foundation, which will provide interest free loan to the poor. "We are also working on introducing a programme for the farmers, which will be aimed at eradicating poverty in rural areas."

The government will aid farmers to assist them in managing livestock. "We will also provide machines to small-scale farmers on lease," Umer added.

In May, the PTI chief had unveiled a 100-day agenda ahead of the General Elections 2018.  The plan comprised of six themes:

1. Transformation in governance: by bringing accountability to the centre of the government, empowering people at the grassroots, depoliticising police, accessible justice, reforms in civil services.

2. Strengthening the federation: the consolidating the integration of ex-Federally Administered Tribal Areas (Fata) with Khyber-Pakhtunkhwa (K-P), reconciliation in Balochistan, the creation of South Punjab province, the transformation of Karachi and poverty alleviation.

3. The revitalisation of economic growth: job creation, facilitating small and medium enterprises sector, PM's five million houses scheme, boosting the tourism industry, tax reforms, CPEC, and others.

4. Revolutionising social services: prioritising health and education sector, championing women empowerment, providing clean water and promoting green.

5. Ensuring the country's national security: increasing Pakistan's regional and global relevance, leveraging foreign policy to strengthen the economy, forming a national security organisation, enhancing internal security and expanding institutional structure.

6. Uplifting agriculture and water conservation: subsidising, revamping and upgrading policies.



The party had further stressed ensuring implementation of the agenda with PM Imran personally overseeing reforms and performance of the teams. The PTI had promised to run "Pakistan's most transparent government".

In October, the government had launched a website aimed to track its 100-days plan in office to facilitate transparency regarding the government’s progress and agenda.
