FBISE voids biology practical after harassment allegation

Invigilator’s misconduct raises concerns over effect on results

The students of Bahria College Islamabad will have to retake the biology practical examination as the previous practical has been declared void due to sexual harassment allegations raised by students against and invigilator.

Students had complained of misconduct of invigilator during the exam, therefore the Federal Board of Intermediate and Secondary Education (FBISE) decided to take the practical exam again at Bahria College Islamabad in the last week of June.

Officials at FBISE said the exam was not conducted as per the rules and the parents and students had expressed reservations over the marks.

The probe committee of the board has also reached the same conclusion as the Federal Directorate of Education (FDE) finding substantial evidence to declare the examiner guilty.

Two separate fact-finding committees were constituted on May 30 by the concerned organisations after the students had alleged sexual harassment by the examiner who moderated the biology practical exams, which spread over the course of three days, from May 24 to May 27.

As the students were afraid of directly lodging complaints out of fear of being penalised in their exams, the college lodged the official complaint with the board after that the inquiries began.


The probe committee of the board has also found misconduct and violation of set examinations rules by the invigilator so the board will take the exam afresh, said FBISE examination controller Fatima Tahira. The invigilator asked the college teachers to conduct the viva for some students, which is against the rules, she said, adding that parents and the college faculty were also apprehensive about the marks.

This time a female invigilator will be sent to the college to conduct the exam.

Besides, the committee has also found substantial evidence and written statements against him to declare him guilty, however, he denies the charges. Seven students appeared before the committee and gave written statements against the examiner. One of the students has also approached the Federal Ombudsman for Protection against Harassment at Workplace.

The inquiry report has been forwarded to the Ministry of Federal Education and Professional Training, the parent department of the board.

A two-member fact-finding committee constituted by the FDE has also found the teacher guilty.

The board, it has been learnt, has blacklisted the examiner while the FDE, the parent department of the teacher has also notified his suspension till further order.
