KIDCL restrained from issuing work orders for Green Line BRT
SHC orders implementation of job quota for persons with disabilities
KARACHI:
The Sindh High Court (SHC) restrained on Friday the Karachi Infrastructure Development Company Limited (KIDCL) from issuing work orders for the Green Line Bus Rapid Transit project till Thursday, May 31.
The stay order came on a lawsuit filed by a company, alNoor, against a tender approval in the project. The SHC issued notices to the parties concerned.
A two-member bench heard the matter. It emerged during the hearing that two companies filed tenders for the construction of an underpass at Numaish intersection. One of the companies was alNoor and it claimed that the tender approval process was not transparent.
The company informed the court that its tender should have been approved on merit as it offered lower rates for the work as compared to the other company. It was alleged that the KIDCL awarded the contract to the other company because of its vested interests.
Bail plea in 2013 murder case dismissed
The petitioner requested the SHC to bar the KIDCL from issuing work orders. Granting the request, the court restricted the company from issuing work orders till May 31 and sought replies from the parties concerned.
Persons with disabilities
The SHC directed on Friday the Sindh government to set up a fund for the welfare of persons with disabilities and implement a 5% quota for them in government jobs. The government was also directed to start registration of persons with disabilities.
A two-member bench issued these directives while hearing a plea against the non-implementation of the 5% quota for persons with disabilities in government jobs. The labour secretary, special education secretary and others attended the hearing.
A lawyer representing the petitioner argued that the registration of persons with disabilities should be carried out after setting up an employment exchange in every district of the province. People with physical and mental disabilities should be divided into specific categories, the lawyer suggested. The SHC was also asked to order the government to submit complete details of the jobs given to the persons with disabilities.
SHC CJ grants one week to IG, others to submit progress report
The SHC ordered the government to set up a fund for persons with disabilities, as outlined in the law. It also ordered the government to implement the quota for such persons in jobs. The court also sought reports on August 8 regarding the compliance of its orders.
Liaquat Jatoi's bail approved
The SHC also granted protective bail to former federal minister and Sindh chief minister Liaquat Jatoi against surety bonds worth Rs1 million. The court also sought reply from the National Accountability Bureau (NAB) in this regard.
A two-member bench heard the former chief minister's bail plea. Jatoi's lawyer informed the court that a day earlier, NAB had announced that it would file a reference against his client for misuse of authority. The lawyer asserted that neither did Jatoi misuse his authority, nor was he involved in corruption.
SHC issues notice to ECP
Jatoi informed the court that the federal anti-graft watchdog had asked for details regarding the appointment of Basharat Hassan as a consultant for alternative energy. He contended that a long time had passed since he was a federal minister, however, he gave whatever documents that were in his possession to the bureau.
The former chief minister claimed that a board had approved the appointment of Hassan as a consultant. The appointment summary was approved by the prime minister and the notification was issued by PM House, Jatoi said.
Jatoi requested the court to either order NAB to stop the investigation or grant protective bail to him. Granting protective bail to Jatoi, the SHC directed NAB to file its reply by June 12.
