One Constitution Avenue: Former CDA boss others exonerated of all charges

Supreme Court had constituted a team to investigate corruption allegations

ISLAMABAD: The Capital Development Authority CDA former chairman Kamran Lashari and some other senior officers of CDA, and BNP (Pvt) Ltd  CEO  Abdul Hafeez Sheikh were exonerated of all charges and given a clean chit by the investigating officer in the allegations levelled by petitioner, Ehsan Mani in the case of a construction of a controversial and illegal multi-storey building, One Constitution Avenue  in the Federal Capital.

The Supreme Court had constituted an investigation team headed by a senior police officer, Capt.(retd) Muhammad Shoaib to investigate the allegations by Mani.

The complete report duly signed by DG FIA Bashir Memon, available with Daily Express reveals that the investigation team constituted by the Supreme Court has termed the allegation of fraud, abuse of power and authority, forgery, criminal breach of trust, impersonation or cheating by CDA former chairman Kamran Lashari and some other senior officers of CDA as baseless declaring that the  team could not substantiate the allegations against the suspects.

The team after investigating the allegations against the accused persons including CDA former member finance Kamran Qureshi, CDA former director estate Habibur Rehman Gillani, and Abdul Hafeez Sheikh found no substance in the allegations and has submitted a detailed report to the attorney general for onward submission to the honourable Supreme Court.

The team dropped all six allegations against Kamran Lasahari for bringing changes in the master plan of Islamabad and allowing flexibility while constructing buildings with unlimited stories instead of six stories without the permission of federal cabinet.

The team held that the former chairman cancelled the bid of a consortium of four companies to build five star hotel in the federal capital on sound proof of fraud and cheating.

The consortium changed the lease agreement without the approval of the Cabinet. The investigation team did not find any substantial evidence in favour of allegation leveled by the petitioner including changing of by-laws, signing of lease deed instead of lease agreement, irrevocable bank guarantee, not obtaining of performance of bank guarantee and retaining of Nawaz Kharal, additional legal advisor of CDA without prior permission of CDA Board.

The investigation team also dropped all allegations against other senior officers of CDA including former member finance  Kamran Qureshi, former Director Estate CDA, Habibur Rehman Gillani, and Abdul Hafeez Sheikh the CEO of BNP Pvt Ltd saying that no substance was found in the allegations leveled by the petitioner.
