Advisory forum to improve public-private partnership

More employable skills and improved technical and vocational education training (TVET) are only possible through the active involvement of public and private sectors.

The close collaboration of these two sectors will lead towards economic prosperity. This statement was put forward in the first meeting of Punjab TVET Advisory Forum organised on May 18 in Lahore.

The forum was organised by the TVET Reform Support Programme which is funded by the European Union, Federal Republic of Germany and Royal Norwegian Embassy. It is being implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in close collaboration with the National Vocational and Technical Training Commission (NAVTTC) as well as the provincial Technical Education and Vocational Training Authority (TEVTAs) and private sector organisations.

The forum will serve as a platform for stakeholders from public and private sectors to improve collaboration through advocacy and awareness, while providing strategic guidance on the implementation of TVET reforms. It will also discuss policy issues and make recommendations for improvements. Participants agreed on the constitution of the forum, along with the terms of reference, and showed interest in the scope of such a platform..

TVET Reform Support Programme Head Hans Ludwig Bruns, while opening the session, presented the outcomes of the first phase of TVET Programme and shared a detailed prospect of the second phase.

Office bearers and senior representatives from All Pakistan Business Forum, Chamber of Commerce and Industry Lahore, Faisalabad, Gujranwala and Sialkot; Punjab TEVTA, Pakistan Vocational Training Council, Small and Medium Enterprise Development Authority, Pakistan Board of Technical Education, Trade Testing Board and Associations of Footwear, Automotive, Freight Forwarders and other organisations participated in in the forum. They supported the idea of the forum, which will advocate implementation of the National Vocational Qualifications Framework (NVQF). The participants termed it as a key landmark to achieve the economic development goals of the province.

The working of the forum will be facilitated through a joint secretariat representing both the public and private sectors. The Punjab TEVTA, PVTC, PBTE, TTB will be part of the secretariat representing the public sector, while All Pakistan Business Forum will represent the private sector along with other relevant stakeholders. The TVET Reform Support Programme will facilitate the coordination of the secretariat.
