SC non-development budget up 31 per cent

Almost all new schemes relate to IHC, Islamabad-based offices

ISLAMABAD: The federal government has proposed a 31 percent increase in the non-development budget for the Supreme Court of Pakistan for FY 2016-2017.

The government has allocated Rs1.747 billion non-development budget for the court in 2016-2017 against the outgoing fiscal year’s revised estimate of Rs1.334 billion.

The break-up of the allocation includes Rs1.190 billion for employee-related expenses, Rs341.963 million for salaries, Rs248.116 million for officers’ pay, Rs93.847 million for other staff salaries, Rs848.322 million for allowances, Rs596.397 million for regular allowances, Rs251.925 million for other allowances excluding transport allowance, Rs396.470 million for operating expenses, Rs43 million for employees retirement benefits, Rs4 million for transfers, Rs47 million for physical assets, and Rs64 million for repairs and maintenance.

The government has proposed an increase of Rs192 million in operating expenses, wherein a Rs42 million increase has been suggested in general expenditure.

Other allocations

Similarly, the government has allocated Rs469 million as the non-development budget for the Islamabad High Court in 2015-16 against the outgoing fiscal year’s revised estimate of Rs449.001 million.

The government has also allocated around Rs586.672 million for the Wafaqi Mohtasib (Ombudsman) Secretariat against the outgoing fiscal year’s revised estimate of Rs560 million.

The allocation of Rs177.729 million for the Federal Tax Ombudsman in FY2016-17 is also higher than last year’s revised estimate of around  Rs165 million.

Meanwhile, the federal government has allocated Rs1.5 billion for the Law, Justice and Human Rights Division under the Public Sector Development Programme for FY 2016-17.

The allocation for ongoing schemes is Rs1.35 billion, while Rs150 million have been marked for new schemes.

The ongoing schemes include Rs5 million for the construction of accommodation for court staff at the Supreme Court of Pakistan Registry Branch building in Lahore, Rs900 million for the construction of the Islamabad High Court building, Rs30 million for the construction of official residence of Federal Tax Ombudsman (FTO), Rs400 million for the Federal Program under the nationwide Access to Justice Program, and Rs15 million for the FTO’s Public Awareness and Advocacy about Dispute Resolution Mechanism project.

New schemes include Rs1 million for the acquisition of 3.2 acres for extension of the Islamabad High Court, Rs63 million for the construction of residences for judges and other officers of the Islamabad High Court, Rs1 million for acquisition of land for the construction of Islamabad sessions division (East), and another Rs50 million for construction of the same, and Rs25 million for the construction of an office building at the FTO secretariat,

The government has also allocated Rs10 million for strengthening the ombudsman system of administrative justice and expansion of the online Complaint Management Information System (CMIS).
