Guardians of public safety: Dolphin Force graduates from police academy

Four Dolphin officials with a pair of motorbikes will patrol the streets of Lahore

A passing out parade of the first batch of the Dolphin Force was held at Police Training College in Chuhng on Thursday.


The Dolphin Force is a venture of the provincial government in collaboration with the Turkish National Police for the establishment of a modern, well-equipped patrolling force to curb street crime. The government has allocated Rs1,192 million for the project. More than 2,400 Dolphin officials will be trained under the project in three phases. The first batch, 628 officials, graduated on Thursday after training for 120 days.

The ceremony comprised a demonstration of defence and intervention techniques by officials of the Dolphin Force. It also included a demonstration of motorbike driving skills and Flag Demonstration.

The graduates also demonstrated their combat skills and physical strength on the occassion. Riders showed their control of a fast moving vehicle by performing stunts on heavy motorbikes. They showcased use of weapons taking positions and cover while driving. They also jumped through rings of fire.

Addressing the graduates, Inspector General of Police Mushtaq Sukhera said the idea for a Dolphin Force had been borrowed from Turkish National Police. He thanked the Turkish police for their cooperation in the venture.

“A dolphin symbolises friendliness. The Dolphin Force has been imparted legal, mental, physical training so it is a service-oriented squad,” he said. He also appreciated efforts of SSP Mohiuddin Murad and his 25-member team for the speedy completion of training.

He said that reforms aimed at changing the thana culture were bearing fruits. He said the 8787 complaint cell was a part of their IT-led initiatives. He said front desks tested on a pilot project were being replicated more police stations of the Punjab. They were also on establishment of Criminal Record Data Management and Specialisation in investigation.Turkish Ambassador Sadiq Babar Girgan said Turkey and Pakistan shared brotherly relations.


“Forefathers of many Pakistanis played a great role in the Turkey’s War of Independence,” he said.

The ambassador said the Dolphin Force was a manifestation of their brotherly relations.

“In Turkey, the Dolphin Force was established in 1993 to fight street crime. It has been very successful in this effort.”

“Cities in Turkey have narrow streets and heavy traffic, much like Lahore. Lahore is to Pakistan what Istanbul is to Turkey. I hope the Dolphin Force will be a success story here.”The ambassador also paid tribute to late home minister Shuja Khanzada for his efforts in establishment of the force. “Lahore Dolphin Mubarik ho,” he said at the conclusion of his speech.

‘Long live Pakistan-Turkey friendship’

Addressing the ceremony, Chief Minister Shahbaz Sharif said, “This is a big day in the policing history of Pakistan.”

He thanked the government of Turkey for collaborating with the Punjab government for the establishment of the force.

He said that he had written a letter to the Turkish government to express solidarity against terrorism in Turkey.  “All Muslim countries must fight against this menace,” he said.

Pointing at the graduates of the first batch, he said the Dolphin Force would prove guardians of public safety.  Four Dolphin officials with a pair of motorbikes will patrol the streets of Lahore as a rapid response team to police rescue calls. The Dolphin Force has been equipped with sophisticated weapons (Berretta pistol and MP-5 rifles), heavy motorbikes (300CC) and special helmets with HD CCTV cameras and advanced communication facilities.
