CHITRAL: The four-day Kaghalshat festival in Chitral, marred by mismanagement, ended on Monday.

Hundreds of people who had turned up for the festival were left searching for water and food as organisers had made no arrangements. Heavy rainfall and cold winds also spoilt the event. Locals complained that the biggest spring festival is losing its importance due to negligence of concerned authorities.
