Federal Judicial Academy - Visible progress needed to attain excellence: CJP
Chief justice says timely release of required funds essential to proposed projects’ execution.
ISLAMABAD:
Visible progress needs to be made to convert Federal Judicial Academy (FJA) into a centre of excellence and a degree-awarding institute.
This was said by Chief Justice of Pakistan Iftikhar Muhammad Chaudhry in the 33rd meeting of the Board of Governors of the academy on Saturday.
The meeting discussed a number of issues pertaining to administration, budget and finance, capacity building of the judicial officers and enhancement of the status of the FJA.
Established in 1988, the academy aims to orient and train judges, magistrates, law officers and court personnel, according to its website. It also organizes workshops, seminars and conferences for improvement of the judicial system and the quality of the judicial work.
He said that each and every item on the agenda of the meeting today was important for the achievement of the academy’s long-avowed goals. “Therefore, we must have to make [this agenda] a reality with our collective and coordinated efforts,” Justice Chaudhry said.
The chief justice said that timely release of the required funds was essential to the proposed projects’ execution. He urged Federal Minister for Law Babar Awan to offer the services of his ministry to help ensure that the quality of education at the institute is top notch, “because quality judicial education is everybody’s concern”.
The academic level of FJA, Justice Chaudhry said, should be increased to such an extent that training from the academy can be made necessary for civil and district and sessions judges to advance in their careers.
“We must lay down a procedure, a policy for the promotion of the judicial officers and there must be training before they may be given the promotion,” the chief justice said.
A committee comprising all four provincial chief justices was constituted to examine various aspects of the matter.
The Chief Justice of Pakistan also emphasized that the service rules of the academy should be regulated at the earliest.
He said, “In order to secure the career [of people working] in this academy, it is essential that these rules be framed at the earliest.” He added that the rules should not be mixed with faculty rules.
The committee approved all items on the agenda and some of them were assigned to relevant committees.
The meeting was attended by Justice Shakirullah Jan (in charge of administration at FJA), Justice Tassaduq Hussain Jillani (in charge of academics at FJA), Babar Awan (Federal Minister for Law, Justice, and Parliamentary Affairs), Justice Sarmad Jalal Osmany (Chief Justice of SHC), Justice Chaudhry Ijaz Ahmad (Chief Justice of LHC), Justice Qazi Faez Isa (Chief Justice of BHC), Justice Ejaz Afzal (Chief Justice of PHC), Muhammad Masood Chisti (Secretary Ministry of Law, Justice and Parliamentary Affairs), Maulvi Anawarul Haq (Attorney General for Pakistan), Waqar Masood (Federal Secretary Finance), Dr Faqir Hussain (Registrar Supreme Court of Pakistan), and
