New package: Teachers await implementation
Federal Directorate of Education blamed for delay.
ISLAMABAD:
It has been five weeks since the prime minister announced enhanced packages for teachers affiliated with Federal Directorate of Education (FDE), but the Ministry of Education is yet to make them official.
Prime Minister Yousuf Raza Gilani made the announcement on November 8. He also said that all government schools and colleges in Islamabad Capital Territory (ICT) will be turned into Islamabad Model Institutes “to end disparity and provide equal opportunities” to all students.
Azhar Mehmood, the president of Islamabad Government Teachers Association, told The Express Tribune that the teachers had been struggling for the “last many years” and it was “unfortunate” that the ministry has not made the announcement official, despite the passage of more than a month.
He put the blame solely on FDE, saying that the institution’s inherent slackness had precluded the package from being announced. This was despite the fact that the federal secretary for Education had assured him in several meetings that the notification would be issued soon, he added.
The association, Mehmood said, had decided to wait till the end of December before returning to agitative methods to get their rights.
The enhanced package announced by the prime minister introduced the Time-Scale Promotion formula to replace the previous Four-Tier Promotion Formula.
According to the new formula, teachers of BPS-9 would be promoted to BPS-14, BPS-14 to BPS-16, BPS-16 to BPS-17, BPS-17 to BPS-20 and BPS-21.
Teachers having completed matriculation will be inducted in BPS-14, instead of the existing BPS-9. Similarly, teachers having completed their undergraduate studies will be hired on BPS-16, instead of BPS-14. As per the new package, all teachers and principals of schools will be able to go as high as BPS-21.
Other key demands of the teachers included uniformity in the syllabus and distribution of financial resources, faculty designation, recruitment and promotion, administrative and academic structure of all public sector institutions and formation of a committee with representatives from the federal government, model and garrison schools and colleges.
The prime minister had also announced that all the educational institutions of Islamabad Capital Territory (ICT) will be named and administered as Islamabad Model Schools/Colleges.
He had directed the Education Ministry to consider the establishment of a Federation Public School in Islamabad as well as a Model University, which will cater to ICT graduate and postgraduate colleges currently affiliated with the University of Punjab.
