In a bid to tackle the worsening law and order situation in the province, especially in Karachi, the Sindh government has decided to hire 10,030 more police personnel, increasing the size of an already bloated expenditure of the security establishment. This comes on top of 10,025 police officials inducted in the outgoing fiscal year.


The government has allocated Rs79.66 billion to meet the day-to-day expenses on public order and safety in the fiscal 2015-16, depicting a 19.5% rise over the estimates from last year. "Out of this figure, Rs61.84 billion has been allocated for the Sindh police, Rs2.43 billion for the Rangers, Rs1.05 billion for the Frontier Constabulary and Rs1.52 billion for training and research," Sindh Finance Minister Murad Ali Shah told the provincial assembly.

To strengthen the capacity of the police, it has also been decided to spend Rs2.5 billion for the purchase of new vehicles and armour-plate at least 300 of them. A further Rs2 billion have been allocated for the purchase of new weapons and other assets for the police. The government has also allocated Rs500 million to bring more areas in Karachi under the CCTV security surveillance system.

To strengthen the law enforcement agencies, the overall budget of the police has been increased to Rs61.84 billion from last year's Rs50.915 billion. Similarly, overall budget of Rangers has been increased to Rs2.45 billion, compared to last year's Rs2.22 billion.


"To encourage and support the police, the salaries of Sindh police have been increased and brought at par with Punjab police. Officers will be granted cash rewards in millions of rupees for outstanding performance," said Shah.

Development expenditure

On the development side, just Rs75 million have been set aside for new schemes such as the construction of boundary walls of police stations and building new watch towers at the police training centres in different parts of the province including Karachi.

The bulk of the development expenditure, which comes to around roughly Rs416 million, will be consumed by the six on-going schemes such as residential accommodations for officers and constables in Karachi.

Law and order remained one of the top priorities of the government in the outgoing fiscal year. Around 100 vans were armoured with bulletproof bodies and 35 armoured personnel carriers (APCs) have been upgraded to the bombproof level.
