ECP finalises number of constituencies for Hyderabad

The Election Commission of Pakistan concluded its delimitation exercise on Tuesday and finalised the number of constituencies and the municipal administrative units for the upcoming local government elections.


The details of the municipal corporations and committees, district councils and town committees and their constituent union committees, union councils and wards will be made public today (Thursday).

According to details obtained from the regional election commission Hyderabad's office, nine districts in Hyderabad division will have one municipal corporation, nine district councils, 12 municipal committees and 46 town committees. The four talukas in Hyderabad district have been divided in five separate municipal administrations. Hyderabad Municipal Corporation is the biggest unit with 96 union committees in City and Latifabad talukas. The Qasimabad taluka's Municipal Committee has 27 wards while the District Council Hyderabad rural taluka will have 20 union councils.


However, the number of constituencies appears to represent just over half of the district's population. "The delimitation has been carried out on the basis of 1998 population census," said Regional Election Commissioner Aijaz Anwar Chohan, tacitly acknowledging that the current estimated population of Hyderabad has not been taken into account.



"A given constituency may come out to have perhaps more voters than its population, which also includes children and young below the age of 18 years," he added.

An ECP official, who did not want to be identified, told The Express Tribune that a major part with regard to the local government constituencies has been done by the Sindh government. "It's kind of eyewash, which creates a perception that the ECP did the delimitation under the Supreme Court's orders," he revealed. "Actually, the Sindh government decided how many municipal and town committees, district councils or municipal corporations will be created in which district. They also formed the constituent UCs and wards." The ECP was only tasked to ensure that the main principle of delimitation, which is compactness of a constituency, is taken care of, he pointed out.

The 11 delimitation authorities in Sindh, appointed by the ECP, will begin receiving objections against the delimitation from June 11 to June 30.
