Unfulfilled promises: LHC summons FDA DG for violating orders

Authorities installing power pylons at FDA City; had promised underground electricity.

Lahore High Court (LHC) has summoned the Faisalabad Development Authority (FDA) director general and three other officers from the FDA and the Faisalabad Electric Supply Company (FESCO) for not following court orders in a case related to the provision of electricity to the FDA City.

DCO Noorul Amin Mengal, who is also the FDA DG, FDA Chief Engineer Muhammad Khalid, Project Director Shahid Gill and FESCO Project Director Muhammad Jahangir have been asked to appear before the court on June 12.

Yasir Gujjar had filed a petition accusing the respondents of not fulfilling the commitments made to buyers of land at the FDA City. He said the authorities had started installing electricity poles in the housing society despite having promised underground electricity netwrok.

On May 6, the court had restrained them from installing the pylons in the FDA City. Gujjar told the court the authorities had not stopped installing the poles.


Justice Khalid Mehmood Chaudhry has asked FDA and FESCO officers to explain why contempt of court proceedings should not be initiated against them.

The petitioner also said the FDA had failed to provide electricity to the FDA City for nearly a decade.

The Faisalabad City District Government had launched the project in 2005 under the FDA’s supervision. The 1,600-acre housing society is being built on Sargodha Road near the M-3 motorway interchange. The authorities had called the FDA City the first project in the province started as a public-private partnership.

A 200-kanal golf and country club, a police post, a community centre, a mosque and a dispensary are part of the FDA City’s master plan.
