Federal Services Tribune (FST) has stopped the Ministry of Federal Education and Professional Training from appointing an officer on deputation in National Education Assessment System (NEAS) instead of appointing a subject specialist.


The tribunal has also sought reply from the ministry why it appointed a deputationist on a grade-19 post instead of a subject specialist.

The petition was filed by subject specialist Muhammad Shakil who has been serving at NEAS since 2007. He stated that instead of promoting him to the post in grade 19, the ministry appointed a person from policy planning and implementation unit of Balochistan.

The petitioner said that previous officer on the post was also a deuptationist appointed in 2007. He further stated that the Supreme Court had already ruled against appointing a deputationist wherever an official’s promotion was being affected by it.

Two-member bench comprising justice Arshad Bhatti and Javed Iqbal Kasi accepted the plea and issued stay order on the appointment while also sought a reply from the ministry in one month. Next hearing into the case will be held on May 19.
