
“The entire responsibility lies with the respective airline, its maintenance staff and the state of registration,” said the press release. According to Article 12 of the Chicago Convention 1944, it is obligatory that every aircraft carrying its nationality mark, wherever it may be, shall comply with the rules and regulations relating to aviation. Article 31 says that every aircraft engaged in international navigation shall be provided with a certificate of airworthiness issued and rendered valid by the state in which it is registered.
Four similar aircraft were inspected in Karachi and have been temporarily grounded until their operator submits the necessary documents and the observations pointed out by CAA inspectors are cleared, said the press release. “The impression that all Russian aircraft have been banned in Pakistan is not correct.”
However, they shall only resume their flying operations once all safety-related formalities are completed. CAA Rules 1994 and Rule-4 authorise the CAA DG to inspect any aircraft at any time. He can “enter, inspect and search any aircraft registered in Pakistan or in a contracting state, for the purpose of securing compliance with any of these rules”. pr
