Skills assessment system: PM Nawaz seeks reforms in civil services structure

Says only competent officers and staff will be given promotion to improve govt’s services

Prime Minister Nawaz Sharif has said only capable officers and competent staff would be brought forward to improve the government’s functioning and services, stressing that an effective evaluation and assessment system must be in place.


He made the remark on Monday while chairing a meeting at the PM House for the implementation of the government’s reform agenda which also included deliberations on the setting up of a monitoring, evaluation and delivery cell in the PM Office.

It is a point of concern, the prime minister said, that various officers, even at senior levels, are lacking in competence and initiative which is hampering service delivery to the people.

He called the next meeting on Thursday to review progress on the matter.


PM Nawaz said the government is committed to improving efficiency of key service delivery ministries to bring improvement in the standard of living of people and ensure provision of basic facilities of life at the grassroots level in all parts of the country.

He said the government is focusing on an agenda of economic growth and structural reforms both in the long and short terms, adding that civil service reforms should be geared towards ensuring public welfare.

International best practices, PM Nawaz stressed, should be followed by bringing about reforms in civil services, in addition to studying the previous studies conducted domestically on the subject.

He stated that the salary structure of civil services must be improved to give better incentives to bureaucracy while strengthening their accountability mechanism.

Nawaz directed that a detailed report be presented to him within four months for bringing about holistic reforms in the civil service structure.

Federal Finance Minister Ishaq Dar, PML-N leader Maryam Nawaz, Federal Minister for Planning and Development Ahsan Iqbal, Minister of State for Information Technology Anusha Rehman along with Tariq Fatemi, Khawaja Zaheer and Danial Aziz were among those who attended the meeting.
