The Indian Army has accepted its mistake. The agility with which it has done so indicates that the gun-crazy among the army was spotted immediately. A full inquiry, already ordered, may serve the truth. Yet, it would not go beyond telling who killed who. The bigger picture may still not come out. The truth is that New Delhi does not want to face the facts.
Two things emerge from the incident. One is the continuous use of the Indian armed forces for preserving internal security and, two, the cursory manner in which such cases are handled. The alienation of the Valley is obvious and is not new. Nor is the laxity of the administration. However, what is new is that whether hard or soft, the way the administration functions has made little difference. The malady is deeper.
The people of Kashmir are confused over the status of the Indian Army in their midst. They have hated it as they would hate an occupation army. The Indian Army’s support to the bumbling administration has been a point of contempt. While its role in helping people during the recent floods did help alter some opinions, its continued presence in the Valley remains a point of criticism. Chief Minister Omar Farooq Abdullah is, indeed, trying to strengthen the state police to cope with the internal law and order problem. But, whenever the Indian Army is used to curb any unruly situation, New Delhi gets a bad name.
Both Srinagar and New Delhi have depended for too long on the Indian Army. They need to alter this state of affairs as this is a negation of democracy and something that they should be ashamed of. An ugly truth is that scores of young people in Kashmir are missing. The people’s perception is that New Delhi is involved in the disappearance of these young people. This impression gets deepened when the cases related to the disappearances are not convincingly explained when overall supervision in the Valley is the responsibility of the central government.
What is required is transparency, particularly when there are cases which never come to light or have been half-heartedly pursued in law courts. Had there been an institution of Lok Pal, which is non-existent because of political manoeuvres, the matter would have found some solution. We now have to depend on the sensitivity of political parties for any positive action as they are the ones which have their representatives in the Indian parliament, the ultimate authority. Alas, this is very much missing. Engaged as they are in political manoeuverings, the parties have forgotten the immediate requirements of the people of Kashmir.
Successive governments, whether belonging to the Congress-led coalition or the BJP, promised a lot but delivered very little. The plight of the common man did not improve. And the same result emerged: the rich are getting richer and the poor are getting poorer.
Indian Prime Minister Narendra Modi promised a lot during his election campaign. The spell he cast is receding, but people are still hoping against hope that he would do something. Changes requiring legislation may be a bit late in coming. But administrative measures can be taken straightaway so that some difference is made in governance.
Understandably, addressing the Kashmir problem will take time. But at least the Modi Administration can convey that there is a change in the offing. The Armed Forces (Special Powers) Act requires reconsideration. The powers given to the armed forces to kill on suspicion are too sweeping for a democratic country. The killing of the two boys should, at least, goad the Indian government to have another look at the Act.

It is true, India government is being stubborn in wasting time and money spending thousands of Crores annually to humor Kashmiri Muslims. Instead they should grant freedom to them by making arrangement for peaceful migration of them from Valley to other side .Muslims of Pakistan would love to take care of their brothers and sisters from Valley and both be at peace and safe from the daily commotion.This solution works for everyone engaged in this tug of war and bring South Asia long awaited constructive environment for economic progress.

Scotland was requested by ELECTED REPRESENTATIVES. In Kashmir, no elected representative wants any seperatism.
In Pakistan Islamist partie wield a huge stick, but can't get more than 10% of the votes. This is the same in J&K. Not to forget why Hindu majority Jammu and Buddhist majority Ladakh would favor for seperatism.
So, unless all sections of society and the consequently people's representatives say it, its not going to happen.
All mainstream political parties in J&K are pro-India. You can't change that fact.

promises made by Jawahlal Nehru on J&K did more damage to rest of India than citizens of Jammu, Kashmir, Ladakh. As J&k is virtually bankrolled from cradle to grave, it has given rise to massive corruption. One staffer who could not come up with money was seen entering Omar Abdullah office smiling , within next 20 minutes, he is dead from cardiac arrest, The only beneficiaries are service sector muslims from UP, BIHAR, CHATTISGARH who run the mosques, butcher shops, barbers, grave diggers, cooks for the sahibs of Srinagar , Sopore, Kuldip Nayar can take a farewell round of Lahore in an open jeep, call it a day.
@Bewildered: I dont now where to begin. I am bewildered. 10,000 crore year to keep J&k MOVING. Another 15,000 crore per year to keep intruders. away. The graduates of colleges are employed by companies in campus selections.Srinagar to become smart city. Central university in Srinagar keeping in mind the cultural ethos. People are fed up of boat/shikari jobs, saffron plantation, they want growth, and money. If these aspirations are fullfilled, Separatist organization will even find POK a tough place to convince people.
Once you treat a nation like slaves for decades and make them realize this fact everyday, this act cannot be washed away by any number of small measures, except only by giving them complete freedom. Give Kashmiris basic human and democratic rights and let them decide what they want through a plebiscite as promised to them by India. Why Kashmiris are denied the same right which India pleaded essential for the people of Juna Gadh and Goa, and more recently accorded to the people of Scotland, Quebec, South Sudan, and East Timor? Any decent person would have rather advocated for Kashmiris' this fundamental right instead of suggesting superficial small measures.

He has swept and won every state elections in last months after national elections. It is predicted in Jharkhand exit polls too it will be movi wave clean sweep. And first time bjp will win in jk jammu and Ladakh and form alliance pdp. I don't see this as receding. The current is growing stronger. Aspa act is same "protection for pakistan act" only difference protection for pakistan act has more powers than aspa. Last I know even pakistan was democracy. Most country have similar anti terror related law. Democracy has got nothing to do with it. However i agree aspa do needs amendments not widrawal. As some soldiers have become lax. Instead of being very careful and doing operation. They sometimes just go easy way and shoot if they find someone threat. As they have no fear and enjoy law protection. There is need for accountability and punishment in the bill when there are proofs of such lax attitude.
Mr Nayar you do not stop when the police asks you to stop be it Delhi/ Islamabad you get a challan you do not stop in an insurgent area be it Kashmir / NE/ Peshawar/ Quetta you get a bullet get real . You do not want the army in any of these areas ask the civilian govt to pull up their socks and pull out the army . The army are not on holiday in any of these areas they face minute to minute grave danger and would be more than happy to get pulled out from these areas and get back to their barracks & families .

Kashmir is collateral damage from the time of empire, hence neither party can afford to lose ground or allow any serious resolution as it would be political suicide. So why bother ? Why not each party start developing their respective halves and actually improve the quality of life for the Kashmirs ?

Good Analysis! Some of the blame must also be laid on the hubris that exists in the local Muslim community. After all, if you are intent on shooting yourself in the foot, nobody can really help you.
